Mansfield Conservation Commission
Minutes of Meeting - November 19, 2001
Present: Commissioners Shirley Hanlon, Carol Mathew, Diane Ready, Shirley Hanlon, Bob Bean, Chris
FIass, Jack Smith; Dick Lewis, Environmental Planner
1. V. Boutas - Request for Determination of Applicability-continued hearing
Re: Land at the end of Jennifer Drive--review wetland boundary & access for test pits
Ralph Maloon represented the applicant. He presented a revised plan with some minor changes to the
wetland line around the flood plain compensation area at flags 7 through 10. The soil pits changed the
line slightly. Auger holes were done around flag # 2, near the existing drive to the Coming residence.
C. Flass and D. Ready did look at flag location and felt that the wetland line was okay. Some new
topographical data was also added to the plan. The application was for wetland line only, and not
making any judgements on house locations or the flood compensation area. Motions [Bean/Flass] to
close the hearing and issue a Positive 2a Determination. Voted 5-0-0 [Ready not present].
2. Bernice Reid - Notice ofIntent Hearing
Re: 44 Oak Street, Construction of new house with grading and associated work
A new wetland line was flagged and Commissioners Ready, Flass and Hanlon walked the site and
moved flag # I up-gradient 5 feet and # 8 up 8 feet. The DEP file number [SE 211-653] response letter
asked about calculations on the disturbed areas. The engineer will be asked to prepare this information,
along with a revised plan moving the flags as noted. Motion [ReadylMatthew] to continue until 7:45
p.m. on December 10th. Voted 6-0-0.
3.
Royal Oak Trust - Request for Determination of Applicability
Re: South Walnut Street, Assessor's Map 11, Parcel 28; wetland delineation and review
Susan Moberg, VHB Associates presented the plan. Reviewed the application. Only the finger-like
wetland area is under consideration in this application; the other isolated area on the site was reviewed
as part of the hearing process on the Clemmey site. This narrow isolated area is approximately 3560 sq.
ft. in size and does not, according to VHB calculations, qualify as an Isolated Area Subject to Flooding
under DEP criteria. The bowl area does contain greater than 50% wetland vegetation. Commissioners
Ready and Flass walked the site and felt that the wetland flagging is clear and the bowl at the westerly
end of the trench is topographically determined. Abutter Celeste Jones, 60 S. Walnut St says that the
trench is dry now but it does become flooded or wet in the winter. Bob Jones says that a rock-filled "V"
notch in the hill between this trench and the other isolated area let the water filter through at one point in
time. The trench was constructed to assist in a small farming operation that was once present on the
site. The Jones' do not want any more water on their property if this trench is filled in. Abutters Karl
and Dan Clemmey say that they think that a full Notice ofIntent for any work on the site should be
required. Commissioners Hanlon and Bean will do a walk on 11/23/01. Motion [Bean/Smith] to
continue the hearing until 12/l0 01 at 8:00 p.m. and to send the drainage calculations to the Town
Engineer for his review and comment relative to holding capacity and size ofthis trench and bowl area.
Voted 6-0-0.
4. Other Business
a. New application for the second phase of the Woodland Park subdivision, which is near the Back
Bay Brook. This section of the brook has been channelized in past years and the wetland line is
pretty much the top of the bank. Dick L. will review the flagging and highlight any problems in a
memo to follow.
Meeting adjourned by a unanimous vote.
