Mansfield Conservation Commission
Minutes of Meeting - November 5,2001
Present: Commissioners Paul Boyden, Diane Ready, Shirley Hanlon, Bob Bean, Chris Flass, Jack
Smith; Dick Lewis, Environmental Planner
1. V. Boutas - Request for Determination of Applicability-continued hearing
Re: Land at the end of Jennifer Drive-review wetland boundary & access for test pits
No one was present to represent the applicant. General question raised with the flood plain
compensation that is located on the subject site. One of the abutters, Diane Coming, raises a
concern with the location of the wetland flagging in the area near the culverts that run under her
driveway. The flag # 2 as shown on the current plant does not match-up with the flag shown on
her as-built. She would like this to be checked. RIM Engineering will also be asked to show the
location of the existing pathway leading into the open field area. Motion [Smith/Bean] to
continue until November 19th at 7:45 p.m. All in favor.
2.
Bernice Reid - Notice of Intent Hearing
Re: 44 Oak Street, Construction of new house with grading and associated work
Bob Colleran, Hutchins-Trowbridge Associates, represented the applicant. He indicates that the
existing house and garage will be removed, and the new house shown on the plan built. Concerns
raised with the relationship of the limit of work to the proximity of the wetland boundary flagged.
D. Lewis has walked the site and he felt that the wetland line could be moved back several feet in
many areas. Several members of the Commission will try to walk the site next Saturday. The
engineer will re-flag the wetland and present a revised plan showing additional elevations.
Motion [Hanlon/Smith] to continue until 7:55 p.m. on November 19th. All in favor.
3. William Romero - Request for Determination of Applicability
Re: 115 York Rd.-installation of in-ground pool within buffer zone
Mr. and Mrs. Romero were present along with Tony Zagame, of Ferrari Pools. It was explained
that almost all of the work will be within the existing lawn area. Only a couple of small trees and
shrubs will be taken down to accommodate the limit of work line. The pool location may shift
slightly from what is shown on the plan, but will stay within the limit of work. The pool will
have a self-enclosed cartridge filter system with no backwash necessary. Discussion on having
the haybales wrap around the pool and having installation of haybales certified. Motion
[Hanlon/Smith] to close the hearing and issue a Negative Determination with the conditions
discussed included. All in Favor.
