In response to a question about the vernal pools, both M. Grenier and S. Goddard agreed that the pools were almost certainly groundwater feed. Motions [HanIonIFlass] to close the hearing and issue the Order of Resource Area Delineation, noting that the Vernal Pool Certification material will be submitted to the Natural Heritage Program, that the isolated wetlands found are jurisdictional under the local by-law, and that no streams were as noted above. Both Motions Voted 5-0-0. 2. Michael Trowbridge - Request fOr Determination of AppUeability Re: 245 Plain Street, Repair of Septic System Ted Trowbridge presented the pian. Request is for the review of the wetland boundary and approval for access to perform test pits on the two proposed lots, with the access either through an abutter's driveway or through the 200-foot Riverfront area. The conceptual plan put on the table is for two lots with a common driveway with a wetland crossing of approximately 4000 sq. ft. Chris FJass reviewed her memo on the site walk. Flags 6-54 were okay; # 54-59 were not viewed; flags 2B t03B were okay. Abutter Dennis Coming, 15 Jennifer Drive, would like to see any project include as large as buffer as possible between the work area and his lot. Steve Smargon, 14 Jennifer Drive, asked about the impacts of any wetland replication on groundwater and potential flooding on his lot. C. Matthew indicated that it is her desire to see the test pit access in the least intrusive pathway. She also raised the issue of limited projects on past wetland r- r Co.ervation Minutes 811011001 page 2 crossings and the conceptual plan shown for the current land. After general discussion, the outstanding issues identified are the flagging of the bank of the Little Canoe River. the determination of a pathway for the test pit access [the project engineer said that 8-10 feet needed]. and a second site walk to view the items above. Site walk set for 9/8/01 at 8:30 AM, with the continued meeting at 9/1 % 1 at 8:30 PM. Motion [HanlonIFlass] to continue voted 5-0-0. 5. V AM Realty Trust - Notiee oflntent Hearing Re: 241 Francis Avenue Jim Dunn, of Dunn-Mckenzie. presented the plan. Project involves creating an access drive that is located within the buffer zone of an Isolated Wetland. The necessary sill control barriers will be installed. On the easterly side of the site, the applicant proposes to culvert a section of the existing stormwater drainage ditch. This work is similar to the work that National Lumber did a few years ago in another section of this ditch. The ditch and drainage basin are located on land of the Natural Resources Trost [NRT] of Mansfield. Lenny Flynn, of the NRT is present and states that he has been working with Jim Dunn and Town Engineer John Sullivan on the details of the proposed work. His overall concern is protecting groundwater within the Canoe River watershed. It is also noted that downstream of the existing drainage basin, on land of the Town and the Commission's. that water flows have created an erosion problem that the applicant is willing to help address. The proposed improvements and modifications to the basin will help in this regard. These improvements will include placing dikes within the basin and placing a plate on the outlet pipe, both of which will help to meter the flows through the basin. It is noted that the area around the old fuel tanks has been cleaned up per DEP requirements. Jim Dunn raises a question about the Commission letting the applicant begin work in the drainage ditch since the ditch has previously been determined not to be a resource area. His concern is with getting this work done before fall rains and weather problems. On a Motion [FlasslReady] the Commission votes to allow this work to proceed, with the condition that the Commission office is notified for a site walk and that the outlined stormwater management plans and erosion control plan is followed; voted 5-0-0. Motion [HanIonIFlass] to continue to 9/1 0/0 1 at 9: 15 PM, with a site walk on 9/8/01 at 10:00 AM; voted 5-0-0. 6. Other Business a. Lenny Flynn came in to talk about two issues. First, he indicated that the national land trust, the Trust for Public Land. is going to work with the towns in the Canoe River Aquifer Advisory Committee on the acquisition and protection of land within the watershed. They are the same group that worked with Mansfield on the purchase of the ScottIGoyea farm and they will provide expertise in the negotiation of purchasing land. Second, he raised concerns with the proposal for the Festival of Lights, sponsored by the Mansfield Music and Arts Society and to be held at the Tweeter Center. Concerns with impacts on abutting conservation land, air pollution from traffic, energy consumption. After discussion, a Motion [MatthewlHanlon] was made to send a letter to the ZBA addressing the issues of light pollution, air pOllution, and incompatibility with adjacent conservation land; voted 5-0-0. b. Carol Matthew raised two issues. She requested that information/correspondence be pulled together on replication projects throughout town. And, she asked about the status of getting the ortho wetland maps. D. Lewis will check into the maps and gather information as time allows. Motion [HanIonIFlass] to adjourn; voted 5-0-0. r1 ""v! )e./J!]Ol ~4'(1{ r- \t>, .J...._d. ~ L ~c;,
