Informal discuss with John Sullivan, Town Engineer \'\ t,. N SF \ E.L D S Re: Repairs to Otis Street Bridge ~\~SSf>..CHUSt.ll John Sullivan, Town Engineer described the work as necessary maintenance for public safety and dam stability reasons. The concrete walls of the dam in the sluiceway area have some deterioration. The concrete is breaking away and some of the stone behind the concrete are starting to fall away. The water level in Sweet's Pond is controlled by Richardson Manufacturing. They have agreed to remove some of the board to drop the water level in the pond over a 2-week period. Then the boards can be put back in to stop the flow of water and the installation of the forms can be done and the concrete poured. The State has checked this dam over the past few years and it is on their list for replacement, but this work needs to be done now. There were some questions of the impact oflowering the pond elevation. Motion [BeanlMatthew] to send a letter of consent to the Town Engineer allowing this work. Notice will be given to the Commission office when work starts. Voted 5-0-0 [J. Smith not present]. 2. Continued Notice of Intent hearing - Canoe River Campground, Mill Street Ralph Maloon and owner Joe Gonsalves were present. C. Flass reviewed the outcome of the site walk. The wetland flagging looked okay. In most places there is not much transition between the trailers or a built upon area and the wetland edge. The two small areas of intermittent stream flow that were seen on the walk were on the plans. In response to a questions of why the many of the sewer lines were being installed under the existing trailers, it was explained that this will cut down on the amount of sewer line r that will have to be installed. D. Lewis will contact DEP for an update on the file number. Motion [HanlonlMatthew] to continue until 7:45 p.rn. on June 18th; voted 5-0-1 [J. Smith Abstains] 3. Continued Notice of Intent hearing - Home Depot, West St and Route 140 Jack Mette, Appledore Engineering, and Mickey Marcus, New England Environmental presented the revised plan for Basin # 3, which shows a modification in the size and location ofthis basin. The volume and storm water management characteristics of the basin have not changed. They briefly reviewed important aspects of the plans: in two locations work is proposed within 25 feet ofa resource area consisting of pavement removal and wildlife habitat enhancement plantings; the stormwater basins will over time become habitat areas; maintenance plans for the facility and storm water system are included to insure the longevity ofthe system; the snow removal location will most likely be near Rte 140 and the basins will not be used. Attorney Bill O'Connell, representing the abutter Royal Oak. Trust, reviewed a letter he submitted to the Commission. They have had an engineer review the stormwater system and would like the hearing to stay open so this review can continue, and the information in the EIR can be reviewed also. He also mentions the two ponds that were on the site years ago. He questions the percentage of open space. He is asked by Mickey Marcus who the engineer is, and the answer is Mark Goodwin (sp?), a register PE in Massachusetts. It is noted by D. Lewis that the DEP file number is SE 211-647 and DEP had no comments, and that the drainage study has been reviewed by the Town Engineer who has approved the study and design. It is mentioned that some additional test holes will be done; if this changes the plan design, then a modified Order may be necessary. Jack Mette states that the questions ofthe historical ponds on the site were addressed in the EIR. He also states that ,,- the open space requirements are a zoning issue, but the necessary requirements are being met. Question by C. Flass about the groundwater elevations and the relationship to the basins. 1. Mette indicates that 1 , ..-- 6. r 4. an average elevation was used to establishment the bottoms of the basin. and if the new information requires a change in the basins, then revised plans will be submitted. It is suggested that a Special Condition relative to groundwater be included in the proposed Order. Motion [SmithlBean] to close the hearing. D. Lewis will draft a proposed Order approving the project. Voted 5-0-1 [So Hanlon abstains]. Request for Determination of Applicability - Mi~hael Trowbridge, South Main Street Michael Trowbridge present. C. Flass gave a report on the 6/2/01 site walk.
