1.
Abbreviated Notice ofResouree Area DeUneation Hearing, WUUam Wolf; Gilbert Street.
Bob Rogers, Tibbets Engineering and Michele Grenier, from Wetlands and Wildlife [the projects' wetland
scientist] made the presentation. Plan has been revised to show the connection between flag 12 to flag 13A. Ms.
Grenier outlined her fmdings that were in her letter dated 1/15/01. On the site walk of the Commission on
1/13/200 1 areas around flags 90 and 9E and the area between the isolated area and the bvw line were looked at
closely. It was concluded that the 90 and 9E flags were correct and that there was no connection between the
isolated area and the bvw. P. Boyden asked about where the isolated area will fall on the eventual subdivision.
Mr. Rogers did not have a subdivision plan with him. Sam Andrews, representing an abutter, Doranco, Inc.,
asked about changes to the plan. P. Boyden explained to him and Joe Doran about the site walk and the review of
two selected areas in question. Motion [smithIFlass] to close the hearing; Voted 4-0-0. Motion [HanlonIFlass]
to accept the delineation line and issue Order of Resource Area Delineation; Voted 4-0-0.
2.
Discussion raised by C. Flass about writing a letter to the Planning Board outlining concerns with stormwater and
water recharge/protection issues relative to the nearby Zone II, which is across Gilbert Street. Also there is the
issue of the on-site septic systems. Motion [FlassIHanlon] to have o. Lewis write the letter as discussed for the
Planning Board's hearing on this project; Voted 4-0-0.
Discussion with Lenny Flynn and Lou Andrews about the Community Preservation Act. There was general
discussion about the mechanisms for adopting the provisions of the Act. Unfortunately, the timing of Mansfield
Town Meeting and the May Election do no allow for Town Meeting consideration of the Act. The NRT is
looking at doing a petition to get the adopting of the Act on the ballot. Motion [FlasslHanlon] to support the
petition approach with at least 1% surcharge rate; Voted 4-0-0. Motion [FlasslHanlon] to support the
establishment, through a Warrant Article, of the CPA Committee at this years Town Meeting; Voted 4-0-0. A
brief review of the proposed signage to be posted in the interior of the Great Woods area off of Oak St. to help
alert people of the rules for using the land was conducted. Some small changes were made and Lou Andrews will
revise and get copies to O. Lewis.
Motion to adjourn at 9:15 p.m. Voted 4-0-0.
