Boyden called the meeting to order at 7:40 P.M. 1. Certificate of Compliance for SE 211-351, Piasecki Drive [otl of Winter St.] All work completed 4- 6 years ago, no known problems. Motion [HanlonlMathew] to issue the Certificate. Voted 5-0-0. 2. Abbreviated Notice of Resource Area Delineation Hearing, William Wolf, Gilbert Street. Bob Rogers, Tibbets Engineering, presented the revised plan. A new wetland scientist, Michele Grenier, has been brought into the project. She submitted a letter that letter stated that the revised flagging near 9 D and E was okay as is, and the Isolated area at the rear of the property was not connected to the main bvw area. [Commissioners Smith and Ready arrive] C. Matthew asks about the Federal 401 permits and whether it will apply to this project. D. Ready states that she thinks it still questionable whether the isolated area and the bvw are connected. P. Boyden asks about Perc tests on the site. Bob Rogers explains that a 401 does not appear to apply at this time, and the discussion on the perc tests will be part of the full Notice ofIntent plan filing. Sam Andrew and Joel Doran, representing Doranco, Inc. and their engineer Sam Butcher, Goldman Environmental, expressed concerns with the accuracy of the boundary and pointed out that they have not been allowed on the site. They are concerned with water quality and the drainage ditch that runs through their property. General discussion amongst Commissioners and the applicant about a possible continuance. It was agreed that it would be good to get M. Grenier and the Commissioners out on the site together to review the outstanding issues. Motion r [ReadylMatthew] to continue untill/22/01, with the plan being to have another site walk. Voted 4-3-0. 3. David Polutcho - Request for Determination of ApplicabiUty Re: 26 Monahan Lane D. Polutcho explains that project is for the addition of a garage and mudroom to his existing house. The Commission had previously approved the garage addition back several years ago, but that Determination expired. General discussion about the setback from the limit of work to the wetland edge. Since this is an existing house the 25-foot setback is not a requirement. Since there is a drop-off from the work area to the wetland a double row of siltation controls is recommended. Motion [HanlonlBean] to close the hearing and issue a Negative Determination including the double silt control; Voted 5-0-1 [C, Flass abstains]. 4. Michael Trowbridge - Request for Determination of Applicability Re: South Main Street, Assessor's Map 16, Parcel 24 D. Lewis spoke with M.
