Cameron explained the plans for expanded parking, which will result in a total of 195 parking spaces. The area of the parking lot is currently vacant land, so no trees will be removed. A drainage basin will be added for the additional runoff. Department Head Comments The clerk read comments from Mr. Sullivan, Mr. Lewis and Mr. Burke. Mr. Sullivan is concerned about the drainage basin topping over during the 100-year storm event. Mr. Cameron said all of Mr. Sullivan's comments will be addressed, but added a lot of water currently flows through this site; without m~h difference in elevation between the roadway and the pipe, so deepening the basin wouldn't provide additional storm volume. Another option would be to increase the size of the berm at West Street, but with the amount of volume and the area available, the berm probably couldn't be made strong enough to contain the flow. Mr. Burke suggested requiring the applicant to have the plans stamped. r. Public Comment Susan Maxwel~ 1003 West Street, said the work on this site has gone over onto her property and she is unhappy about the resulting land clearing. Mr. Zagami has been in touch with the Maxwells and has offered to pay for the survey the ~laxwells had done; the church is willing to bring the site back to its original state. Board Comment r ~.1r. Cook said the water problems in that area have been primarily caused by the river backing up. l\tff. Ffench asked if the applicafit had cOfisidefed making some of the fieW parking area impervious. Mr. Zagami said the church's biggest priority is getting cars off the street and into the parking lot, and the proposed area is the only place to put more parking. :Motion: To send the Building Inspector a positive recommendation including all department head comments and provided the plans are stamped by an engineer (Dolan-Cook) All in favor. He does not want to elimi.nate theIIl; but suggested they r;;ould be more closely reviewed, Mr. Cook said the board has been more careful lately about making the applicants prove they could build a traditional subdivision. Mr. Dolan agreed, and said some sites are better than others for compounds. Regarding requiring surety, the board discussed the difficult position that would put the r town in. r !vIr. Cook was concerned about developers being allowed to put drainage systems in the open space areas. :t\..fr. Dolan said he thought the open space, whether it was adjacent to other open space or was otherwise of "value" to the town, is still valuable simply as unbuilt land. Mr. Cook suggested "estate lots,;; where land with acreage but without sufticient frontage could be allowed to build a house. He suggested requiring a minimum frontage, such as 25 feet. NH. Cook suggested looking at sOrtie additional standards and tightertirtg up the by-law, such as standards to which to build the roads and drainage along the roadways. Wireless Communication By-Law The Attorney General's office disallowed that section of3.6.7.2.2 regarding towers in residential zones because of the date which was included. The board discussed whether that date should be removed and resubmitted. r"""""""""""""""""""""""""",'"'"""','"",'"',',','",,,,',',,',,,',',',,,,'"','"'"','",'"','",'"",',',',,',,,,',,,',,,,,,'"""""""""""""""";"";"'"',',,,,,,,','"""""""""';';"""""""""""'1 "~~:'~$mlffl~'~~~';f~~'W:":":"":":"':""':"~":"',r:":":::":'::':':::":,:{,:,~,::"":"",:",,,,:""""::':':",:",:"",:::,:,,{,?,:::,) There was no discussion. r l'i1Jiii:iijjgit~iii::'~::iii:i:::::::'i;ji:':ji~i:i;i:fi;jj}"i:':::~jj::::n:::::'::::::jij::ij}jn:}in::::~n::::j:i::::'j~:::fj:ij:j::t::j:jj:::::i'::1 :Motion: To adjourn at 9:30 p.m. (fonnan-Cook) All in favor.
