Mr. Ross has the final closing documents for the property known as the Reilly Property in Norton for the Board to sign. Mr. Moran asked that Town Manager Bill Ross give a brief summary as to what the Board will be signing. Mr. Ross reported that this parcel of land sits adjacent to the waste water plant and is to be used for recharge purposes of water after it has been treated at the plant. Mr. Ross reported that because the State and Feds have determined that the Town cannot put any additional water into the stream, it must be recharge at that located. The Town was able to obtain a permit to actually use that location rather than having to bring the water back to Mansfield/Foxboro and Mr. Ross thanked State Representative Barrows for working on that, years ago. Mr. Ross stated that it will be treated water ONLY. Mr.Aptowitz asked about the funding. It is his understanding that waste water will write the check and the Town will be bonding that. Mr. Ross noted that it will be coming from the State Revolving Loan Fund, a reimbursement fund. The Town will write the check, the closing will take place and the Town will file the paperwork with the State and Mr. Ross noted they are good about turning the money around. The purchase price is $1,100,000 and there is $606 in recording fees. The Town's recommendation is a wire transfer to the trust account that is held by Deutsche Williams. Mr. Aptowitz asked if the Town of Mansfield will be the owner and how does that impact the inter-municipal agreement? Mr. Ross reported that there is a clause in the agreement that the property will be transferred to the district, which will also take on all of the obligations that are associated therewith (SRF loans). Mr. Ross had explained at Town Meeting everyone is paying their fair share already because we divide the cost of operating the wastewater plant, including any debt service that is associated with the plant, among all three communities based upon their flows. Motion: To approve the execution of the closing documents and authorize the Town Treasurer to wire transfer of the funds to Deutsche Williams, Town Counsel's account. (Moran/Annino) PASSES 5:0 The Board signed the documents and Mr. Ross noted that the Reillys have already executed the documents. a ;a datea j at1 114;14t.:'"011 )1 t' :0'4 '44l 1 4 ,lit 141.1";t0 411'f'i Mr. Francisco has decided District retire Manager for Qdoba, was present and reported that the company's president etire therefore the company has filed an application for a change of corporate officers. Correspondence • Invitation from Superintendent of Schools, Brenda Hodges and Chairman of the School Committee, Mike Trowbridge to attend Public Hearing on the Mansfield Public Schools FY 2014 Budget • Letter from Massachusetts Department of Transportation regarding their Highway Division spring sweeping operations on State Highways • Letter from the Board and the Town Manager thanking Jack Fitzpatrick, Director of Facilities with Covidien for their donation of furniture to the Town. Mr. Moran read the letter and the Board si ned. Mr. Ross began his report with the results of the analysis of the General Bond Issues that were sold on April 9th. Mr. Ross distributed a summary to the Board and made available copies to the media. Mr. Ross stated there were 6 bidders with lowest bid from UMB Bank at 1.71% for 15 years. The Town had initially thought the bonds would sell in the 3% to 3.5% range so this was substantially lower. This funding will be used to pay for projects that have been approved at the previous two Town Meetings. The projects include street work and repair of the wall and window work at the high school. Mr. Ross believed this will save approximately $50,000 - $60,000 in interest for the tax payers. Mr. Ross then distributed the final summary from Standard and Poor's Bond Rating. He pointed out that the bond sale the Town had, that the rate comparisons that the Town paid are almost and in some cases lower than AAA rates, which is an excellent job by the Town. Chairman Kozlowski asked that the summary be placed on the Town Website. Mr. Ross reported that he, Lee Azinheira, DPW Director and Mark Cook, Highway Division, travelled to Framingham to look into the rubberized seal coating. They viewed two sets of streets, where one street was done two years ago and the other a year ago. Mr. Ross reported that all agreed that this is the material to use in Town. They felt the surface was smoother and the gravel adhered well. Mark Cook found in his research that the oil/rubber mixture is heated 100 degrees higher than the regular standard mixture and can be swept in a few days. The cost differential is quite small and Mr. Ross thought it was worth it due to better product and less hassle. Mr. Dentino asked if the product came out of an asphalt plant or heated on site. Mr. Ross was not sure but would look into that. Mr. Annino asked if the road needs to be at a particular temperature to which Mr. Ross responded that the weather needed to be warm and dry but still needs to be cool in order for the roadways to be used. Mr. Ross distributed Electric Rate comparisons to the Board for their review. Mr. Ross reminded that Monday is Patriots Day and Town Offices will be closed. This will also mean that the Agenda will need to be posted on Friday. Board Of Selectmen's Meeting April 10,2013 Page 3 of 4 II Mr.Ross ended with a sure si n of S ring s here where Flint Farm was opened and it was acked. Mr. Annino noted that he had given the sign package to Mr. Ross and he would like to schedule that on the Agenda. He also asked if the Board received his priority list to which no one had. He will forward to Tracey Whalen. Mr. Moran noted that every Town is having financial difficulties and that Mansfield is putting the proper policies in place and the Town professionals are doing a good job. Chairman Kozlowski noted that there will be Comcast License executive session, concerning security, on Tuesday and on Wednesday morning an additional meeting with Comcast personnel. This is in effort to move the license forward. The Chairman commended Brenda Hodges and Mr. Ross on the weekly press releases related to the budget, he felt it was important to put in laymens terms the facts and where the Town stands. 3 s :ii is CO3 i$■ "', Q arhi 4' a Y64iEr None - Motion: To adjourn at 7:39pm (Kozlowski/Aptowitz) All in favor.
