Er ergency ransfer Boiler failure"Town Hall The Town Hall boiler has failed. There is currently no heat in most of the Town Hall. This failure was unforeseen. This transfer (if approved) will allow the DPW Director to purchase a new boiler so that there will be heat in the Town Hall during the winter. The Town will receive $2,650 in insurance reimbursements; the remainder that is needed is $45,850, requested from the Reserve Fund. The current balance of the Reserve Fund is $150,000. James Bazinet asked if there is a warranty and there is one but William Ross did not know that information. Service will fall under existing service contract, so no additional service costs. Article 20 is a zoning bylaw amendment regarding Older Building Reuse. William Ross told us that the Board of Selectmen does not vote on citizen's petitions. It is an apartment redevelopment project, not over 55. Only deals with the development of the Chocolate Factory. Ralph Penney, Planning Board, asked the Finance Committee to give an opinion regarding the financial impact this project would have on the Town at both the public hearing and Town Meeting. At this time, not enough information was provided regarding the financial impact of this zoning change. Steve Schoonveld would like to look at the best case and worst case scenarios with the development of this property. Good assessment is needed before the Finance Committee can vote on it. William Ross shared that in his experience this type of building is best repurposed as residential. The board feels we need more information regarding the impact on schools, fire, police and other services. Members of the Finance Committee will attend the public hearing at 7:30 on Wednesday.
