2.
Abbreviated Notice of Resource Area Delineation Hearing, William Wolf, Gilbert Street.
Walter Galuska, Tibbets Engineering, presented the revised plan, which shows the new
flagging per the earlier comments of the Commission. D. Lewis has walked the site and viewed
the new flags that were plac~. All of the changes look okay, but there is still a question in his
mind with flags 9D and E, and whether there are wetlands extending out from these flags. In
addition, the question of a possible connection between the flagged bvw line and the isolated
area remains. Commissioner Bean and Comissioner-to-be C. Flass, asked about an opportunity
to view the site. It was determined that a second site visit will be scheduled. Motion
[Boyer/Smith] to continue the hearing until January 8, 2001, at 7:30 p.m. Voted 6-0-0.
Following the vote, and after Mr. Galuska and Mr. Wolfhad left the room, Sam Andrews, CFO
ofDoranco Company, asked a question about the hearing process and the site walks. It was
explained that site visits are not formal COmponents of the public hearing process, therefore the
applicant does not have to allow access to abutters. A general discussion, for which Mr. Wolf
was present, began on a possible date to walk the site. A walk was scheduled for Friday,
December 2200 at 8: 15 in the morning. Tibbets Engineering will be contacted to try to arrange
to have the wetland person present.
3. Reservoir Place, LLC - Continued Notice of Intent hearing SE 211-638
Re: Reservoir Street, near South Main St.
The Engineer for the applicant contacted the Commission office to state that the revised plans
are not yet ready and the applicant is planning on re-filing with the Planning Board for the
Special Permit soon. A request for a continuation until February is requested. Motion
[Bean/Ready] to continue until 2/12/01 at 7:45 P.M. Voted 6-0-0.
4. Michael Trowbridge - Request for Determination of Applicability
Re: South Main Street, Assessor's Map 16, Parcel 24. Review of Wetland boundary.
D. Lewis reports that he has walked the line and reviewed a plan prepared for an adjacent
parcel that shows a different wetland boundary than what is shown on the submitted plan. In
order to resolve these differences, the applicant will be getting another wetland person to
review the site. That work will be performed, hopefully, in the near future. Motion
[Smith/Boyer] to continue the hearing until 8:20 p.m. on 1/8/01. Voted 6-0-0.
