The request is for a Partial for both the subdivision Order [SE 211-544} and the
Order covering this lot [SE 211-613] All of the work is done on the house with
some finaIlandscaping that will need to be completed later this fall or in the
spring. Everything else is in order. Motion [Boyer/Smith] to issue the two
Partial Certificates; voted 4-0-0.
4. Reservoir Place. LLC; continued Notice of Intent hearing SE 211-638.
Gerard Savard, applicant, and his engineers Chelsea Hanbridge and Tom Huston,
presented the revised concept plan for the project. The 200-foot Riverfront area
shown is based on a setback from the wetland boundary. Once final survey work
is completed then a definitive 200-foot boundary will be placed on the plans. As
a result of this final survey work, the 200-foot zone may shift slightly. The
buildings shown are 4-story apartment-style units. All buildings are outside the
riverfront zone and the 50-foot no-build zone contained within the local by-law.
[Commissioner Ready arrive] After discussions with the Fire Dept. the applicant
has place a fire/emergency access way around come of the buildings, which does
go into the 50-foot no-build zone in a couple of place. This access way would be
gravel packed, loamed and grassed. The stormwater and drainage system has not
yet been evaluated. The plan shown tonight is for concept Purposed only. The
project will have approximately 50-60% open space. C. Matthew suggests that a
plan be provided to Jennifer Carlino at the Norton Conservation office for her
review and comments. The hearing will be continued on December 11 tb at 7:45
p.rn.
5.
Notice of Intent hearing, John Weddleton, applicant, Lot 6, Stillbrook Farm
Karen Beck, RLA of Commonwealth Engineers, presented the plan for a single-
family house on Lot 6. The work is no closer than 45 feet away from the wetland
boundary. All disturbed areas will be loamed and seeded or otherwise

landscaped. Roofwater will be run into infiltrators. She indicated that the
applicant is eager to get the foundation in on this lot so that the heavy machinery
can get off the subdivision roadway before the final topcoat goes on the roadway.
Abutter Tom Buckley is concerned with the proximity of the house to his
property. He asks about the setback from the property line. The engineers will
check with the Building Inspector/Zoning Enforcement officer to determine what
is the side property line versus the rear property line. This will determine what
the setback needs to be near the Buckley property. Some of the Commissioners
have walked the site. Building comers were staked. Other than the cleanup of
some old dumped material on the lot, everything is okay. Motion [ReadY/Smith]
to close the hearing with the understanding that if the house changes due to the
setback question then a revised plan will be forwarded to the COmmission. The
Order will be issued with generic language, but adding a Condition about the
clean of the debris, when the file number from DEP is received, assuming that
DEP has no outstanding issues. Voted 5-0-0.
6.
Notice of Intent hearing - John BroneJle, 207 Willow Street
Ralph Maloon, RIM Engineering, presented the plan for a single-family house.
The lot is within the 200-foot Riverfront area, but the creation of the lot
proceeded the Rivers Act so is therefore exempt. Floodplain line is shown and
work is outside of the 100-year flood line. Abutters raise the question of old
dumping that has taken place on the lot. It was stated that a contamination report
[a 21 E] was done; a copy was provided to the Commission. The applicant raises
a question about the cleaning-up of the old mill raceway that is littered with
debris. Other debris, inclUding several old transformer shells, is found on the site.
The applicant says he will clean up and remove all of the debris as long as work
in the raceway is okay with the COmmission. The Commissioners will walk the
site to inspect the raceway area and once that is done and a file number from DEP
is received then the Order can be issued. Motion [Ready/Smith] to walk the site
on 11/4/00 at 8:30 am and continue the hearing untilll/13/00 at 7:45 p.m. Voted
5-0-0.
7. Review of Minutes - Motion [Matthew/Smith] to approve the Minutes of June
19th, July 10th, August 14th, September 11th, and September 25th. Voted 5-0-0.

that the homeowner has taken down the signs marking the vernal pool areas
around this lot. She and her husband have spoken with the owner of lot 4,
