Michael Trowbridge, Hutchins-Trowbridge Associates, explained the plan for five two-
story apartment buildings. The original plan showed six units with the buildings closer to
the lot lines. With the new plan, the hedges along North Main Street will remain.
r-
The clerk read the department head comments on the original plans. Because the revised
plans were just submitted, there were no staff comments on the revised plans. Mr.
Trowbridge said one of Engineering's concerns had been that a safety factor of2.0 be
used for the drainage system, which has been done. Mr. Burke's original comments
about the buildings coming back from the property lines has been addressed. Mr.
Trowbridge explained the multiple water and sewer connections on the original plan had
been changed to show one connection to each.
Mr. Trowbridge explained there would be ample parking for the apartments and the
existing real estate office, with access from Park Street rather than North Main.
Motion: To send the Building Inspector a positive recommendation provided department
head comments on the revised plans are received and are fully addressed.
(Torman-Cook) All in favor. PASSES
The clerk read a letter from Lisa Davis, representing the applicant, requesting the public
hearing be continued to November 8, 2000 at 8:00 p.m.
Motion: To continue the public hearing to November 8, 2000 at 8:00 p.m.
(Dolan-Torman) All in favor. PASSES
Mr. Coffey explained Lot 48 is zoned B3 and used to be the East Mansfield Post Office,
then became a cat shelter, then he purchased it. He would like to rezone it to residential
so his daughter can build a home.
r
Mr. Burke explained the land on either side of the lot is Residential 1, requiring 60,000
square feet, while the other surrounding lots are Residential 2, requiring 20,000 square
feet. Mr. Coffey's petition requests Lot 48 be rezoned to Residential 1, but should have
requested Residentia12 due to the size of Lot 48. Mr. Burke explained Mr. Coffey would
have to amend the article on the floor of Town Meeting.
Motion: To support the zoning change with the applicant's amendment to rezone Lot 48
from B3 to R2 rather than to R1. (Dolan-Torman) All in favor. PASSES
Motion: To close the public hearing (Torman-Dolan) All in favor. PASSES
The board discussed the pre-Town Meeting Capital Improvements Committee meeting,
with Mr. Dolan explaining that the request for $950,000 for athletic fields will be 2/3
reimbursable by the state. The entire amount will have to be raised and appropriated
first, then the town will be reimbursed. Mr. Dolan also explained the Police
Department's request for $12,000 for a firing range had been withdrawn and the
Assessor's request for new software had been reduced to $92,000.
'r-
Mr. Burke updated the board on the streets up for acceptance. The streets in Steams Hill
Estates have been withdrawn, Keli Lane and the streets in Tara Estates are either finished
or nearly so, and the Sturbridge Estates streets are not complete, but should be before
Town Meeting. Mr. Burke will notify the members prior to Town Meeting of the status
of these streets.
Dr. Torman was concerned the residential abutters to the PBD zoning district change had
not been notified of the change. Mr. Burke said the board is not required to notify
abutters of a zoning change due to the town-wide nature of the issue. He added there are
many more abutters, including the entire industrial park, effected by the change.
Dr. T orman said he had driven by the Oakland Street used car lot, and did not see
evidence the owner was violating his special permit by having too many cars on the lot.
Mr. French asked what the board's opinion was about the warrant article to fund a Great
Waves appeal. Consensus was that if asked, the board is opposed to funding the appeal.
Motion: To adjourn at 9:15 p.m. (Torman-Dolan) All in favor. PASSES
Date of next meeting: October 25, 2000 at 7:30 p.m.
