The sewer manhole has been moved to be within the driveway, and details on the water main and force main added. Mr. Burke said he was satisfied that all changes requested by the board and department heads have been made. The clerk read a memo from John Sullivan, Town Engineer, indicating his satisfaction. The applicant has complied with all the requirements for a residential compound. Mr. Frank - In favor. The benefits, including the deeded open space to the Conservation Commission, outweigh any detriments. Mr. Dolan - In favor. The abutters who attended the public hearing were in support of the project. (' Mr. Achille - In favor. The applicant has complied with all the requirements of the residential compound by-law. Mr. French - In favor. This is an excellent application of the residential compound by- law, and preserves open space adjacent to the acquifer and the Canoe River. Mr. McShane - Abstain. PASSES The clerk read a letter requesting an extension of the public hearing to September 27, 2000. The board discussed the request, and the busy agenda for that night. Motion: To continue the public hearing to October 11,2000 at 8:30 p.m. (Dolan-Frank) All in favor. PASSES Sherry Clancy, National Development, presented the plan for the expansion of a long- time industrial park tenant. They will be adding a 19,000 square foot, two-story addition to the front of the existing building, which is currently 78,000 square feet. The parking lot will be restriped, and with the addition, there are 11 more spaces than required. Nothing in the back of the building, including three existing loading docks, will be changed. New roof drains will tie into the sewer through existing manholes. r The clerk read the department head comments. Regarding Mr. Gaffney's comments, Ms. Clancy explained they would be tying into the existing water line, not adding a new one. Motion: To send the Building Inspector a positive recommendation, including all department head comments being sufficiently addressed. (Dolan-Cook) All in favor. PASSES The clerk read the public hearing notice. Mr. Maloon explained the site currently has a duplex, and the applicant would like to add a third unit. There is an existing 20-foot wide driveway with space for four cars; the pavement will be extended to the rear of the building for additional parking. The lot has high groundwater and slow permeability, and the 100-year storm will be stored in the ground. He has spoken with Mr. Sullivan regarding the drainage system, which is proposed to be very large, and is working on an alternate design. r Board Comment Mr. Burke said that given the flooding issues in the area, the board has required other developers to be able to store the 100-year storm on site. .. f' Mr. Frank asked about new lighting. Applicant Todd Barbato explained there are motion lights at the back of the house and he would be installing additional lights in the parking area. Mr. Frank asked that the new lights be added to the plan. Mr. Frank said he did not think this addition would be an accessory apartment, but rather would result in a multi-family dwelling. He asked that the building's height be shown. Mr. Frank asked if there would be a dumpster; Mr. Barbato said there would not be. Mr. McShane asked if the applicant planned to live there; Mr. Barbato said he did. Mr. Burke explained the biggest issue is drainage, saying there were several options to reduce the size of the system, including a stone, rather than paved, driveway. He suggested eight foot colonial lights with 40 watt bulbs. Motion: To continue the public hearing to September 6, 2000 at 9:00 p.m. (Dolan-Cook) All in favor. PASSES Mr. Cook suggested the board look at the pending business list to see if any of the dates would conflict with any holiday activities. r Mr. Cook and Mr. Dolan were concerned about the amount of time they feel the board wastes looking at incomplete plans. Mr. Cook said the board, Mr. Burke, and Mr. Sullivan seemed to be doing a lot of work that should be done by applicant's engineers. Mr. Frank said the department head comments were valid and needed to be looked at; Mr. Dolan said the applicant should have received and addressed those comments before coming to the board. Mr. McShane agreed, saying the technical issues should be resolved before the plans reach the board, but said there are often policy issues the board has to discuss. Mr. Burke explained the board is obligated to accept and consider any submission, but had the option to vote no if it is incomplete rather than continue the hearing. Motion: To adjourn at 9:30 p.m. (Frank-Torman) All in favor. PASSES Date of next meeting: September 6, 2000 at 7:30 p.m. ~~ .8~ &. c2,IUO Date Approval / r-
