Motion: To open public hearing. (Moran/Aptowitz) 5:0 passes Anjana Patel (proposed manager of record and new owner) is present with Atty. Joseph Devlin for transfer of Retail Wine & Malt License from Touma Inc. dba Family Food Mart. Atty. Devlin provided a brief overview of the sale of the business and proposed transfer of license. Motion: To close public hearing. His application has been approved by Chief O'Neill and is now looking for approval from the Board of Selectmen. Selectman Dentino asked Mr. Mattingly how long he has been a Constable and he stated 8 years. He is doing this full time and would to work within Mansfield. Motion: To approve application. (Annino/Aptowitz) 5:0 passes 1 Rhianna Simard is the new proposed Manager of Record. She has been with the company for a few years in the Concord NH store and now in Mansfield and is alcohol service certified. Atty. DeNapilio is also present to represent TGI Fridays. Board of Selectmen Minutes of December 19, 2012 1 I - Selectman Annino stated the importance of being the manager of record and monitoring the service of alcohol. Ms. Simard agreed whole heartedly. Selectman Aptowitz stated they have been having problems with chain restaurants changing their managers of record and not letting the Board of Selectmen know in a timely manner. Atty. DeNapilio stated he knows this has been an issue and will work with corp. Motion: To approve the change of manager for Ms. Simard. (Aptowitz/Annino) 5:0 passes New England Sportservice is the holder of 2 alcohol licenses at the Comcast Center and is adding a Director to their Corporate Board of Directors. As such, they need Board of Selectmen approval before the application goes to the ABCC. Motion: To approve change of director for the all alcohol license. After a brief discussion among the board members regarding the transfer of license; what it entails and the amount of hackney drivers in Mansfield; the board voted. Motion: To approve transfer with letter stating any additional cars or drivers must be licensed now and then again in March if they are to continue. (Aptowitz/Moran) 5:0 passes Amendment: The Board of Selectmen consent to the foregoing assignment. However, strike the sentence "subject to all the terms and conditions of the Agreement." (As they are unsure of all the details of "the Agreement".) Letter from Aleda's Country Kitchen inquiring about BYOB regulations. After a discussion among the board members and the town manager regarding BYOB establishments and possible regulations they decided to table request until regs can be formulated. • Mr. Ross has been consulting with Supv. Hodges and the police have provided extra presence at the schools this week in order to calm the students and staff. • He and Mr. Dentino will be attending an electric bid meeting for power soon. • CIP is ready to provide their budget recommendations and will send a memo soon. • The townhall will be open all day on New Year's Eve day. He would also like to start meeting with board and committees again in the new year • Selectman Aptowitz: He is sad for the parents of the children and loved ones of every one involved in the Connecticut shooting tragedy. Treasure your time together with family and Merry Christmas, Happy New Year. Thank you Karen. • Selectman Annino: Thank you to Karen for all her hard work on behalf of the board and also wants to comment on how well the board has been working together both within the group and with the School Committee as well. • Selectman Moran: While he was away last meeting he fully agrees with Mr. Ross's statements about the unfunded mandates that the governor is passing down to the towns and cities throughout the commonwealth. It is unsustainable and we need (as citizens and representatives of the town) to get the attention of our representatives, Congressmen and the Governor as well that we cannot afford these mandates and provide service to the community. Thank you Karen,your help over the years has been invaluable. • Selectman bentino: He has known Karen for many years and has watched her grow. He wishes nothing but the best for the future. He is also distressed over the way the media handed the Connecticut shooting story. Even so he wishes everyone Merry Christmas, Happy Holiday and New Year. 1 .
