He anticipates that we will be able to overcome a reduction of about $18,000.00 to the General Government budget. There were also reductions in state aid to the school district however they are not insurmountable either. Cuts in the Federal level could also impact us greatly as they affect state revenues and related services such as the MTBA, GATRA and Veterans Services to name a few. The legislators are not telling the Governor that unfunded mandates are a problem. Chairman Kozlowski indicated that at some point. Chairman Kozlowski stated that at some point, we may well have to examine some of these mandates, what benefit, if any, they have for the Town, determine if we can afford to do them and possibly tell the legislature that we simply can't afford to do some of these things. Board of Selectmen Minutes of December 12, 2012 5 • Chairman Kozlowski: Commented on the controversy over the shelter dog that was euthanized earlier in the week. The Animal Control Officer is under the supervision of the Police Chief and does not report to the Board of Selectmen. MASS DOT had a listening tour stop in Attleboro and Chairman Kozlowski attended. While there was a lot of talk about projects and how to fund them - particularly via increasing the gas tax - he urged the state officials to closely examine any project or revenue increase, do a real cost benefit analysis and determine the financial impact on taxpayers and the people they represent. • Selectman Aptowitz: The auditors are coming in next week and both he and Mr. Ross are not happy that they are so late. They should have been in here in October. This Friday night there is a Veterans Service District meeting that Mr. Ross will be attending. Motion: To allow Mr. Ross to vote on Friday evening for the Board of Selectmen (Aptowitz/Annino) 4:0 passes • Selectman Annino: Asked Mr. Ross to recap what he got out of the Community Strategic Planning session at the YMCA today. One thing Mr. Ross stated he saw is a shift in the demographic of the area with it becoming more diverse and older in general. COA and Veterans Services are being used more heavily as well. • Selectman Moran: Not present. • Selectman Dentino: He does not believe that the Chief of Police should have handled this. It should have come to the Board of Selectmen as the top authority in town. However, Chairman Kozlowski stated that while they are the top board this matter is not under their authority. Selectman Dentino referenced a matter in where a resident had a troublesome dog and the board heard a "dangerous dog" hearing. However, the board controls hearings for residents and the Police Chief for town property, which animals at the shelter are. Chairman Kozlowski stated it may seem unfair or unequal but that is the law. Mr. Ross commented on the difference in state law for private property (resident dogs)and public property (shelter dogs). He further commented on a letter from Board of Selectmen Minutes of December 12, 2012 6 the Animal Welfare Committee that fully described the situation. While it is a very sad decision to put down a dog sometimes it is a necessary evil of the job. Motion: Adjourn meeting at 9:50pm (Aptowitz) 4:0 passes Reaf:a 7/€044#t Pewutaruy 9, 2013 Signature of Clerk Date of Approval Board of Selectmen Minutes of December 12, 2012 7
