NO 3,14 25 A ID 41

Moran, Selectman Jess Aptowitz, Selectman Annino,,'1A ill4irr.,Rop`s1 Town
Manager
Absent:
Nancy Hinote, Asst. Assessor and the Bard of Assessors are present for meeting.
Property classifications (5 major classed)
• Residential
• Open Space
• Commercial
• Industrial
• Personal Property
Selectman Aptowitz stated that although he is business friendly he firmly believes that
the residential rate should not go up as the economy is still down and residents are
hurting. Especially the elderly.
On the other hand, Selectman Moran stated that he believes that making the commercial
rate lower will make Mansfield more attractive for incoming industries, primarily the Cabot
Business Park. Just like residents, paying a higher rate does effect the towns commercial
growth and retention.
And for the record Selectman Moran's entire family lives in Mansfield so higher
residential taxes will affect him and his family, however he believes that cutting the
commercial/industrial rate is in the best interest of the town as a whole.
While Selectman Dentino agrees with Se ectman Aptowitz on the importance of the
residential rate remaining low, he feels t at the small business owner need assistance with
a lower rate themselves. The Cabot Busi ess Park is one of the best and large
corporations will still come to Mansfield ue to its location regardless of a slight change in
taxation.

Board of Selectmen Minutes of November 28, 201k 1
Selectman Annino sees both sides of the argument as he is a resident and a small business
owner. However, residents use the bulk of the towns services and should not shift that
burden to the commercial rate payer as they are "larger and can afford it".
Chairman Kozlowski stated that this is he third year that he has been on the board and
has seen the rate change a couple of ti es and does not want to see either side "carrying
the burden". Many surrounding towns hive a flat tax rate and we can consider that as
well, should the board choose to. Chair an Kozlowski stated that the only thing that
makes logical sense to him is a unified riite, but moving to that now would be too much of a
shock to residents. In previous years, e has supported minor adjustments each way that
minimize the impact on actual dollars expended by both residential and commercial
taxpayers.
Selectman Aptowitz stated that the Su Chronicle did a surrounding town analysis of tax
rates and Mansfield is definitely at the op of the area in taxation. Another 4-5 percent
increase will definitely hurt the residen s and will tax people out of town.
Ms. Hinote stated that the Board of As essors is entering a revalue year next year and
will be very busy. Even so, they still hav- abatement hearings every year and do not get
out abatements unless it is warranted b the DOR.
Mr. Ross stated that he has been meeting with Supt. Hodges and she stated that she is
under pressure from teachers and parents alike about adding classes and teachers at the
High School. However, our budget cannot support additional services and the town is
looking to consolidate.
He is a tax payer here in town so he doe n't want to see his taxes any higher
y either but
the residents of the town do use the ma'ority of the services and education is expensive.
Walter Wilk, 7 Sawmill Ct. and Fincomm .hairman, asked how changes in the industrial
base would affect the tax rate structur . They Board of Selectmen will be talking about
that later in the evening with the Plannin Board. However, the board members currently
do not agree on how to set the rate.

Board of Selectmen Minutes of November 28, 201B 2
In 2005 the Board of Selectmen issued a license agreement "relative to certain land in
Mansfield MA" in order for the school to install a fence on town property. The license
expired this year and the school would Ike to renew it.
(
Selectman Dentino would like an opinion from town counsel about issuing a lease of town
property without approval of town meet ng. Chairman Kozlowski stated that there is a
difference between "lease" and "license . As this is a license, there is no need for town
meeting approval; the Board of Selectm n can do it themselves.
Regardless, Selectman Dentino does not support a business using town property without a
proper fee in place. (They currently do not pay for the use of the land).
After a lengthy discuss among the boar members they decided to possibly continue the
license year to year depending on town c unsels advise.
Motion: Approve a one year license. (Moran/Kozlowski)gavel passed to Vice Chairman
Dentino - motion withdrawn.
The Planning Board came upstairs to the Board of Selectmen meeting. The Finance
Committee was also present for the workshop.
Shaun Burke, Town Planner gave a brief presentation on what we learned from the
Strategic Planning process the town undertook earlier in the year.
Much of this discussion centered on the use/occupancy of the Cabot Business Park.
The Chrysler Distribution Center was used as an example for this discussion.
Mr. Wilk had several suggestions for the board such as talking with the tenants of the
business park to see what they see as the benefits and challenges of business in
Mansfield.
Mr. Ross added that we need to change our facilities with the times and use demands while
maintaining the character of our town. And that was a large part of the Strategic Planning
Process. He also suggested that the boards continue to meet throughout the process as
to keep the collective process moving forward.
Board of Selectmen Minutes of November 28, 201 3
Karl Clemmey, Essex St. He is concerned about how the Planning Board is going about
revitalization of industrial areas.
Mr. Clemmey also had comments about the community grant works that cities and towns
are receiving and wants Mansfield to start working on applying for them.
Mr. Ross stated that the dept. heads are working towards these grants but cannot apply
for them until the planning is done and the projects are ready to go.
