Fred Keylor, HW Moore and Russ Burke, Oxbow Realty Trust, described the site,
currently a 2.38 acre paved parking lot. The proposed building will be 28,250 square feet
at the rear of the site with 99 parking spaces ap.d one driveway with a divided island.
Following the staff-level site plan meeting, the applicant reduced the size of the building
r' by 1,000 feet, pulled it further away from the property lines, and separated the fire and
domestic water services.
r
There will be a post-development reduction in impervious surface of 8,000 square feet, so
there will be less runoff. Stormwater will be treated before going into the town system,
and the roof will drain to drywells. Mr. Keylor explained they are awaiting perc test
results before they determine the final locations of the drywells.
The clerk read department head comments from Mr. Burke and Mr. Sullivan, and a letter
in response from the applicant.
Board Comment
Mr. McShane asked what the building would be used for. Mr. Russ Burke explained it
would be flex-space with 14-16 foot ceilings, so it could be office, research and
development, or warehouse. There may be multiple tenants, and each would have to get
a building permit for their sign.
Mr. McShane asked why the driveway was changed. Mr. Shaun Burke explained there
were originally two driveways proposed, creating issues with their proximity to one
another, and with two driveways, the applicant would have needed a special permit. Mr.
Keylor explained the parking lot meets all the requirements for aisle widths, and the
Police and Fire Departments are comfortable with both the parking lot and driveway.
Mr. Frank asked ifthe site was in common ownership with Texas Instruments. Mr. Russ
r Burke said it was, and they had done a Form A plan for the second lot.
Mr. Keylor explained the majority of the landscaping is on the Berkshire Road side of the
site; Mr. Frank asked if that was sufficient to comply with the landscaping by-law. He
said he was concerned about how the space between the building and the right-of-way
should be measured, because the building is not parallel to the road. Mr. Shaun Burke
said he thought it complied with the intent of the landscaping and buffering by-law and is
a significant improvement over existing conditions.
Mr. French suggested relocating the first two parking spaces at the driveway for safety
reasons. Mr. Keylor said they would look at that. Mr. French asked about an emergency
access between this building and Texas Instruments; Mr. Keylor explained there is a
grade difference between the lots; Mr. Frank suggested a space with no plantings on the
cul-de-sac bubble for emergency access.
Motion: To send the Building Inspector a positive recommendation on the site plan with
the following recommendations: the relocation of the first two parking spaces at the
driveway entrance and the Town Engineer's approval of the locations of the drywells
and perc test results. (Dolan-McShane) Four in favor. Frank opposed. PASSES
Mr. McShane asked about the parking lot across Route 140 from the Tweeter Center,
which has a broken illuminated sign on the road.

and Mrs. McNeeley. (McShane-Dolan) All in favor. PASSES
Mr. French said he had been told by Mr. Clemmey that Mass Highway does not want
access from Cobb Street to the bike path, so Mr. Clemmey would like that land back.
Mr. Burke explained that agreement expires within the year, and a decision on that
access should be made before the plans get to 75% design.
Motion: To adjourn at 9:15 p.m. (Frank-Dolan) All in favor. PASSES
