Mr. French opened the meeting by defining the land area that the group felt
should be protected from retail development. The group decided to deal with the
Cabot Business Park first, as it is the main area of concern, and will discuss the
golden triangle and the 1-1 zoned land on South Main Street after resolving the
Cabot-related issues.
.r
The differences in character between the interior of the Cabot Business Park, the
Stop and Shop/Route 106 area and the West StreetJRoute 140 area were
compared and contrasted. Discussion ranged from establishing the defined area
as only the land originally owned by Cabot, Cabot and Forbes, creating a retail
corridor to include Stop and Shop, 1-1 land adjacent to Route 140 and along
School Street from its intersection of Route 140 to the western limit of the current
1-1 zone near Hodges Brook.
After entertaining various proposals, it was decided that the new "Planned
Business Park" zoning district would include all of the original Cabot Cabot and
Forbes land. In addition, the new southern border ofthe district would be the
MBT A railroad right-of-way from Route 140 and School Street westerly almost to
Hodges Brook and then turning northerly in the same location as the existing 1-1
zone line. Included in the new district would be a number of parcels that were
not within the original Cabot Cabot and Forbes industrial park. The eastern
border would run northerly from the intersection of School Street and Route 140
to Norfolk Street. It would then head west northwest to the rear of land N/F
Clemmey and reconnect with the current zoning district to the west of South
Walnut Street. The town line with Foxboro would remain the northern border. A
new draft map will be prepared for the next meeting.
In addition, the following current definitions, 3.5.12, Personal Service Shop and
3.5.14 Commercial and Trade School, will be redefined, and new uses such as
Research and Development and Biotechnology will be added to permitted uses.
The Adult Entertainment zone setback will be evaluated. A draft Density and
Dimensional Table will be prepared.
('
Finally, Waltham's zoning for the Winter Hill District will be obtained, as will
Grafton's biotechnology by-law.
