Shaun P. Burke, Director ofPlannin and Develo ment
Composition of Group
Mr. Dolan suggested the group be composed of the two boards. Mr. Barrows
suggested involving some members of other boards and some residents. Mr.
Frank was concerned a large group may get out of hand, and suggested getting
public input after coming up with some ideas. Mr. Burke reminded the boar.,ds
that if they wanted to be able to present something to Town Meeting in the4'8.11,
the group should probably be small. Mr. Adams suggested a subcommittee.
Consensus was reached to have the two full boards make up the group.
r
Meeting Night
It was agreed that the group will meet at 7:30 p.m. on Wednesdays. The next two
meetings will be June 28 and July 19.
Number of Workshops
Mr. Burke reminded the group that if Town Meeting is scheduled for October,
there will have to be enough time for the workshops, public input meetings, and
public hearings beforehand.
Study Goals
Mr. Dolan said one goal should be the Industrial Park. Mr. Frank suggested the
Golden Triangle. Mr. George suggested all of the Industrial 1 areas. Mr. Burke
agreed with Mr. George, adding the group should think about what might go into
the 1-1 areas in the future.
Mr. Prestwich suggested defining general goals before discussing specific
locations, and said everyone seemed to agree they wanted office uses that would
employ many people, rather than warehouse uses. Mr. Briggs asked how it would
be possible to limit warehouse uses. Mr. Burke said they could be prohibited or
made special pennit uses. Mr. Frank said he thought warehouse uses could have
a place in an industrial park.
r
Mr. Barrows asked if the group was opposed to retail uses in the 11 and 12 zones.
Mr. McShane said he would rather have no retail uses in those zones.

Mr. Frank said he would rather see business uses than retail uses, but the group
should try to define the highest and best uses for the zones in question. Mr.
Jenkins suggested a tiered approach to determining the best use and an acceptable
use in each area. Mr. Dolan agreed, suggesting making the first-tier uses by right,
and the second-tier uses special permit or prohibited.
Mr. Barrows suggested one reason businesses don't locate in Mansfield may be
due to the high water hook-up charge, making office buildings more expensive,
and warehouses less so. Mr. Burke said the group should be looking at zoning
solutions, while the non-zoning issues may be something for the IDC to look. Mr.
McShane said it would be best to go to Town Meeting with a whole package,
including the zoning and non-zoning issues.
Mr. Barrows said he would like to encourage the people in the industrial park to
use the downtown area. Dr. Torman was concerned that allowing retail uses in
the park would hurt the downtown businesses.
Overlay District vs. New District
Mr. Frank suggested an Industrial Park District.
r
Mr. Barrows asked if retail uses could be allowed in the South Main Street 1-1
areas. Mr. Burke said traffic problems already exist in that area. Mr. McShane
said he did not want to open up any more space to retail uses.
Mr. Jenkins suggested finding out which parcels in the industrial park are still
under covenant. Mr. Burke said he had spoken with Sherry Clancy of National
Development, who said the covenants on a lot of those parcels have been
renewed as they are sold.
Mr. Barrows said he would like to try to determine a good area for retail uses.
Mr. Burke suggested "performance zoning", or writing the zoning to encourage
specific uses. He said the outskirts and entrance to the park, like the Golden
Triangle, should have attractive uses as well as the areas within the park.
Mr. Frank said he would not want to change the residential areas around South
Walnut Street and Casa Drive to Industrial, even though they abut the park.
