The clerk read the public hearing notice. Eric Campbell, representing Cellular
One, explained the original plans showed a generator building. Revised plans
show the building relocated so there is enough space to safely install a propane
tank. There is an existing fenced-in monopole and cabinet installed by
Omnipoint. Cellular One's proposal is to increase the size of the fence in order to
to get their building off the tower's foundation.
Mr. Campbell explained the generator and propane tank are only for emergencies;
the generator is free-standing and will run a weekly self-test, which can be
programmed. Landscaping will be added around the fence, which will have slats
per an agreement with the abutter. The building will be a clapboard structure and
will require twice monthly visits for maintenance.
(
The clerk read the Department Head comments. George Fredette, SFC
Engineering Partnership, has met with the department heads and addressed
stormwater runoff issues with a rain leader to grade level and a trench with stone
to pick up a small amount of runoff.
Peter Julia, SFC Engineering Partnership, spoke with Mr. Sullivan and felt they
had adequately addressed his comments.
Mr. Burke presented the board with a draft decision. Mr. Frank asked that
condition 2 reflect the revised plans and date. Mr. Burke suggested adding a
condition that the weekly testing of the system be conducted between 9 a.m. and
5 p.m.
r
Dr. Torman asked that a condition be added regarding the plantings on the
abutter's side of the site. Mr. Frank suggested a condition making approval
subject to Mr. Sullivan's approval of the drainage revisions, since Mr. Julia could
not produce a memo to that effect.
Motion: To grant the special permit as per the draft with the conditions and
amendments above, reflecting the revised plan as presented.
(Dolan- Torman)
Mr. Frank: In favor. The plans conform to both the letter and intent of the
wireless communications by-law.
Dr. Torman: In favor. I appreciate the applicant's willingness to alter the

plans to meet the by-law and the neighbor's requests.
Mr. Cook: In favor. The plans conform with the Zoning By-Law.
Mr. Dolan: In favor. The plans conform with the Zoning By-Law.
Mr. Achille: In favor. The department heads are satisfied and the plans
conform with all the requirements of the Zoning By-Law.
Mr. French: In favor. This type of collocation is precisely what the Planning
Board had in mind when drafting the wireless communications by-law.
All in favor. PASSES
Motion: To close the public hearing (Frank-Dolan) All in favor. PASSES
Mr. Burke presented a draft agenda, along with by-laws from other towns
addressing overlay districts for discussion purposes. Mr. French suggested future
meetings on this subject involve the two boards, then a public presentation with a
joint proposal. Mr. Dolan suggested Mr. French chair the meeting. Mr. French
agreed, but will be late and asked Mr. Dolan to chair.
The clerk read the public hearing notice. Jeffrey Kramer, Sprint attorney,
presented the board with a Department of Public Health filing and a radio
frequency statement. He explained Sprint would be collocating on an existing
structure.
r
Joe Pereira, TerraSearch, explained the need for additional coverage in
Mansfield. Nine-panel antennas will be installed on three sides of the building at
the top level of the building, but below the Omnipoint antenna. The cables will
be encased along the side of the building, with the equipment inside a 14'x16'
fenced in area with a bridge over the top.
The clerk read the Department Head comments. Mr. Burke presented the board
with a draft decision.
Mr. Frank asked if everything, including the ladder, would be painted the color of
the existing structure. Mr. Pereira said it would be. Mr. Frank asked that be
added to condition 3. He suggested a new condition making the decision subject
to satisfactory review of the utility cross sections by the Building Inspector.
,,--
Mr. Pereira explained there would be a generator and propane tank for
emergencies. The system would be tested weekly and would be set for mid-day.
The equipment will be encased in metal cabinets, with monthly site visits. The
propane tank will be installed above ground and will be at least 25' away from a
source of ignition.

Mr. Burke suggested a condition be added that the antennas not extend above the
roofline.
Motion: To grant the special permit as outlined in the draft with conditions and
amendments as described above. (Dolan-Achille)
Mr. Dolan: In favor. The plan meets the intent of the by-law and will not
extend over the roofline.
Mr. Frank: In favor. Collocation is a priority of the wireless communications
by-law and will provide the benefit of tax dollars to the town with no
detriment.
Dr. Torman: In favor. The plans conform with the Zoning By-Law.
Mr. Cook: In favor. The plans conform with the Zoning By-Law.
Mr. Achille: In favor. The plans conform with the Zoning By-Law and are
consistent with similar projects which have been approved recently.
Mr. French: In favor. Collocation is consistent with the intent of the wireless
communications by-law.
All in favor. PASSES
Motion: To close the public hearing (Frank-Cook) All in favor. PASSES
Mr. Burke told the board a site plan application had been filed by Shaw's
Supermarkets for Mr. Clemmey's West Street site. Mr. Frank asked for a Town
Council opinion as to whether that plan is grandfathered.
,r-
Mr. Burke told the board he had been to court on the Ridgeview subdivision
appeal, but would probably not know the outcome until the end of the summer.
There were two issues on appeal, intersection offset and length of a dead-end
street. He reminded the board that with a denial, every reason possible should be
stated in the vote.
Mr. Dolan asked if the Zoning Board of Appeals decision on the Tweeter Center
parking lot had been filed. Mr. Burke said it had not been, and will get
constructive approval if no decision is filed within 100 days.
Motion: To adjourn at 10:00 p.m. (Frank-Torman) All in favor. PASSES
