Public Comment There was not public comment. Board Comment Mr. Torman asked who would be responsible for the maintenance of the drains and swales. Mr. Maloon said he thought it would be the responsibility of the homeowner's association. He added the homeowner's association documents were being prepared by Attorney James Kelly. Mr. Frank asked that the wetland/upland figures be shown for each lot, and asked the length of the road. Mr. Maloon said the road is 644' long. ( Mr. McShane asked if the 50' buffer would be in the homeowner's association documents and about the use of the open space. Mr. Maloon said he thought the 50' buffer would be spelled out in the association documents, and that the landowner did not want to make the open space available to the general public, and wanted it to be used for passive recreation. Mr. McShane asked if Mr. Maloon had spoken to the Poliziani family about their water concerns. Mr. Maloon said the construction would not make that existing problem any worse, but also would not solve the problem. Mr. Burke said he would like to see the homeowner's association documents before taking the public hearing any further. Motion: To continue the public hearing to April 26, 2000 at 9:00 p.m. (Dolan-Cook) All in favor. PASSES The clerk read the public hearing notice. ( Michael Trowbridge, Hutchins-Trowbridge Associates, explained the proposal for a nine-lot subdivision off of South Main Street. One existing house will remain. The roadway will be 50 feet wide and 610 feet long, ending in a cul-de-sac. The houses will be on town water and sewer, with drainage at a low spot in the roadway being picked up by manholes. The drainage system is designed for the 100-year storm with an emergency outlet and a swale and catch basin emptying into the drainage system. The water main will be looped. The applicant is seeking a waiver from two sidewalks and from the road width requirement. - 3 - Meeting of April 12, 2000 r- Correspondence Comments were read from Officer Lawson, John Sullivan, Electric and Water Departments. Mr. Trowbridge responded to the Department Head comments, adding the Town Engineer's request to double the safety factor in the drainage system would require a waiver from the Planning Board. Michael McClanahan, applicant, said he had received approval from the Board of Selectmen to loop the water connection to South Main Street. Public Comment William Bellamy, 50 Hall Street, said he thought the plan was a good one, but was concerned about the 25 foot buffer. Mr. McClanahan said he had spoken with Mr. Bellamy and would leave the 25 foot buffer so there would be no clear cutting, and beyond that will hire a landscaper to tag the trees to be cut. Frank D' Ambra, 510 South Main Street, said he was concerned about existing traffic problems and thought it would be difficult to pull out of the new street. Mr. Trowbridge explained the new road would be on a straightaway, while Mr. D' Ambra's house is on a curve. Joseph Murphy, 471 South Main Street, agreed with Mr. D' Ambra about existing traffic issues. r Fred Hemmingsen, 500 South Main Street, asked if the existing sewer would be adequate for the new homes. Mr. Trowbridge said he thought it would be, as there is an 18-inch line there now. An application has been submitted to the Town Engineer for a sewer connection. Jerry Speizio, 431 South Main Street, asked how long the project would take to finish, and what state would South Main Street be left in. Mr. McClanahan said he has a good contractor, and because South Main Street is a state road, he would have to get a state curb cut permit. He said any existing problems with South Main Street would remain the responsibility of the state. Mr. Hemmingsen requested the tree cutting be done carefully, to avoid taking any abutters' trees. Mr. McClanahan said he had already cut down the trees needed to achieve site distance. Board Comments Mr. Frank asked if the only waivers requested would be for the sidewalk on one side and the road width. Mr. McClanahan said those were the only two waivers, which came about after Mr. Lewis' suggestion to lower the impervious surface. ( Mr. McShane asked whether the site distance Officer Lawson requires is based on the speed limit, or on how fast people actually drive on South Main Street. Mr. -4- Meeting of April 12, 2000 / Burke explained the site distance requirements are based on the posted speed limits~ Mr. Trowbridge said he would try to get another 25 feet on South Main Street. Mr. McShane asked why there is no swale shown at the back of Lot 6. Mr. Trowbridge explained there is no drainage problem at that location, and the swale shown at the back of Lot 7 is for emergency overflow for the infiltration system. Mr. McShane asked where the 25 foot no cut zone would be. Mr. McClanahan said it is not shown on the plan, but would be in the covenants. Mr. McShane asked about the turning radius around the cul-de-sac island. Mr. Trowbridge explained there would be a 20 foot turning radius, which would be enough room for the largest trucks to turn. Mr. Dolan asked about the Town Engineer's request to double the safety factor in the drainage area. Mr. Trowbridge said he thought it was excessive, but the applicant is willing to investigate. Mr. Dolan asked who would be responsible for cleaning the drainage structures. Mr. Trowbridge told him it would eventually be the town's responsibility. r Mr. McClanahan presented the board with an alternative landscaping plan, grouping the street trees together rather than placing them every 50 feet. Greg Lunn, 481 South Main Street, was concerned about a sidewalk coming out onto South Main Street. Mr. McShane said he was concerned about school children having to cross South Main Street to get the bus. Mr. McClanahan said he thought there would be a bus stop at Michael Lane. Motion: To continue the public hearing to May 24, 2000 at 9:00 p.m. (Dolan-Cook) All in favor. PASSES r Michael Snow, Beals and Thomas, explained the two applications for a new parking area off the main driveway. There will be 126 striped spaces, and the lot will be one-way in, one-way out with a bituminous concrete berm around the edges. Catch basins will be installed along the southern edge, with a detention basin discharging overland to an existing wetland. There will be three lights in the parking lot and one each at the entrance and exit. Some vegetation and trees will be planted along the northern portion of the lot. Mr. Montgomery said they may use the lot for employee parking. - 5 - Meeting of April 12, 2000 ,-.. Department Head Comments Comments were read from Chief O'Neill, Mr. Sullivan, and Mr. Burke. Mr. Snow said he had met with the Department Heads and will be submitted a revised plan addressing their comments. He presented the board with a memo responding to the comments. Board Comment Mr. Frank asked whether the landscaping requirements should be applied to only the new parking area. Mr. Burke said that was correct. Mr. McShane asked if there were plans for additional expansion. Mr. Montgomery explained there would eventually be 600 new spaces. Mr. Snow said most of the site would be used, but there would be some buffering, stormwater management structures, and screening. Mr. McShane asked if the project would be filed with MEP A. Mr. Snow said he did not think they would be required to, but would look into it. Mr. McShane asked what would be done with the stockpiled material. Mr. Montgomery explained they had a couple of possible sites to take it to~ if those sites do not work out, they would turn it into a landscaped hill. r Mr. Burke said this sort of material is usually taken off site, and other than regulating safety issues such as the slope and blowing dust, the Building Inspector does not regulate the material if it is stockpiled on site. When it goes off site, the Building Inspector can regulate the route, hours of operation, etc. Mr. McShane asked what the pedestrian flow would be. Mr. Montgomery said patrons would use an existing path, and there would be personnel directing pedestrians and drivers. Mr. McShane asked if the lot would be accessible after hours. Mr. Montgomery said they have 24-hour security, but usually put phone poles and cables across the front of the lots. Mr. French asked what the material being excavated would be. Mr. Snow explained it would be primarily subsoil. The clerk read a draft earth removal recommendation. Mr. Burke suggested adding a condition that the parking lot be closed in some way to the site plan recommendation. r Mr. McShane asked what the requirements would be if this were to be determined a commercial parking lot. Mr. Burke explained the applicant would have to demonstrate conformance with frontage, lot width, and landscaping requirements. - 6- Meeting of April 12, 2000 -.. Motion: To send the Building Inspector a positive recommendation on the site plan with the following conditions: that bollards and chains be added to the front of the lot to prevent after-hours access~ that the Planning Board's review was based on the applicant's representation that the parking area is an accessory use~ separate review will be necessary if it is determined to be a commercial parking lot. (Frank-Dolan) Four in favor. McShane, Torman Opposed. PASSES Motion: To send the Building Inspector a positive recommendation on the surplus removal application. (Dolan-Frank) Four in favor. McShane, Torman Opposed. PASSES Mr. McShane suggested the board send the Town Manager a memo asking to see the proposal for the Hope Street parking area before any work is done on the site. Mr. McShane gave the members copies of an editorial piece he submitted to the Mansfield News regarding the board's zoning amendments. r- )(J~ e of Approval Date of next meeting: April 26, 2000 at 7:30 P.M. r - 7 - Meeting of April 12, 2000
