Certuse re: Robert Arnold/Carpet Concepts on Oakland Street Mr. McShane asked if the Building Inspector is supposed to notify the Planning Board when his action in approving or denying site plan approval differs from the Planning Board's recommendation. Discussion followed, in which reference was made to the meeting with the Building Inspector on this topic at which Mr. Mangiaratti was also present. The concern centered around the Planning Board's opportunity to exercise their right of recourse when they are not advised of the Building Inspector's decision within the time prescribed by the Zoning By-Law. Mr. McShane also requested that Town Counsel be consulted on this matter as to whether there is a procedural defect because approval was granted against the recommendation of the Planning Board without notice to the Planning Board. r- 10. King I Form A (ANR) Plan r The Board reviewed a Form A Plan showing two lots totaling 140,052 sq. ft. on Oak Street owned by Theodore A. Langmeyer, Trustee. The Plan was prepared for M D Development Corp. by RIM Engineering Co., Inc. and is dated January 25, 2000. Motion: To sign the Form A Plan - 2 - Meeting ofFebruary 2. 2000 (' (Frank-Cook) 5-0-1 with McShane abstaining I South Meadow Estates Preliminary Plan The preliminary plan for South Meadow Estates showing a 9-lot traditional subdivision off South Main Street was reviewed. The applicant, Michael McClanahan, presented a revised plan, addressing comments received from department heads. Mr. McClanahan noted that all lots have the required frontage and exceed the required lot size of 22,500 sq. ft. in a Residential 2 Zone. He advised the Board that he would like to wait to do the concrete sidewalks until the construction is complete because of the potential damage to them in using heavy equipment. Comments were read from the following Department Heads: Richard Lewis, Conservation and Environmental Planner Kurt Gaffney, Water Operations Manager John Sullivan, Town Engineer Shaun Burke, Director of Planning and Development Lt. Joe Sarro, Fire Department r- Also read was a letter from Michael Trowbridge noting the revisions made to the plan. Mr. McClanahan noted the speed limit on that portion of South Main Street is 35 m.p.h. and sight distance of 365 feet exceeds the required 350 feet. He said he would check to see if it's possible to loop the water main and would do so if possible. Drainage was reviewed, and Mr. McClanahan was asked to have Mr. Trowbridge add the oil/water separator to detail #5. Mr. McShane asked that the applicant discuss the swale with the Town Engineer and Planning Director. Mr. McClanahan said he is proposing 2500 sq. ft. single-family homes with 2- car garages priced in the upper $350,000's. He's asking for a waiver for 22 foot roadways and a smaller cul-de-sac island. He noted that in addition to waiting to construct the concrete sidewalks, he would like to end them somewhere before South Main Street because he thinks it would be safety hazard to have them terminating into South Main Street. Meandering sidewalks were discussed in order to preserve trees, but concern was expressed regarding their proximity to existing trees and potential damage from root growth. r- Board members generally agreed to allow Mr. McClanahan to wait to construct the concrete sidewalks until construction is finished, but there was no consensus regarding the amount of sidewalk to be installed. Mr. Cook asked that 4-inch vertical granite curbing be priced as an alternative to the sloped granite required. The Board also generally agreed on decreased .., - -' - Meeting ofPebruary 2.2000 !r-- roadway width and the smaller cul-de-sac, provided there were no objections from the Fire Department. I Around the Table Board members noted that Mary-Lou Cotton would be leaving the Planning Board to work for the Board of Selectmen and Jennifer Crotty Davis would be returning to work for the Planning Board.
