Planning Board's proposed Zoning By-Law amendments be read into the record.
·
Letter from Ann N. Iarrobino of 185 South Main Street requesting
reconsideration of the Selectmen's Great Waves decision
·
Letters from Paul Folkman and Patrick and Eileen Walsh requesting Selectmen
waive the signature requirement for Special Town Meeting street acceptance
articles
Selectmen discussed the requests with regard to public safety and whether
there is the need to have the articles considered at this Special Town Meeting.
The consensus was not to waive the requirement because waiving the signature
requirement would conflict with the Town Charter.
Leonard Flynn of 102 Jewell Street, representing the Natural Resources Trust
(NRT) - advised Selectmen of a petition they are submitting to include an article on
the Special Town Meeting Warrant moving "to direct the Board of Selectmen not to
approve any agreement with Great Waves developers, and to pursue any legal or
administrative methods available to prevent Great Waves Water Park
construction." Mr. Flynn cited opinions and comments of Steve Smith of SRPEDD,
Professor John Southard of MIT, and Professor Dan Murray of URI in support of
their position.
Sarah Forbes, 1 Clinton Street - commented on the effect she believes Great
Waves will have on South Main Street. She spoke of the influx of ancillary
businesses that will be attracted to the area if Great Waves is developed.
Robert Goldman, VanGemert Drive - asked the Selectmen if they've ever gone to a
place where there's an amusement park and said, "Boy, this would be a nice place to
live." He noted the $2.8 million the Town will receive from Great Waves over
twenty years may seem like a lot, but it isn't in relationship to our annual budget.
Leonard Flynn - spoke again about the water to be used at Great Waves. He also
chided the Selectmen for negotiating in Executive Session.

Town Manager D'Agostino reported on the following items:
· Letter from Earth-Tech regarding Mansfield's application for the Morrison Well
sent to the Water Resources Commission. He noted the information submitted
by Earth-Tech could have been submitted early in the process and now
jeopardizes our application. He suggested Selectmen should setup a workshop
meeting with the Foxboro Water and Sewer Commissioners to discuss the
matter.
· Budget Review Sessions have been scheduled for Department Heads with the
Finance Committee throughout the day on Saturday. He noted he does not
favor an override and doesn't think it's necessary or appropriate.
· The slip ramp at Routes 140/495 southbound as proposed by the Town was
presented by DPW Director Lee Azinheira at the SRPEDD meeting this
afternoon and is moving through the process.
· He attended the Grand Opening of Hillside Adult Daycare Center. He spoke of
the asset Hillside is to the Town and the much needed services they are
providing to a very frail but important element of our society.
· We are in the process of tying up loose ends with the former Homestead
Restaurant and expect to sign an order to proceed for the contractor to begin
the demolition and cleanup work. Mr. O'Donnell has not done the work and we
have returned the $25,000 deposit the owner had placed since we never
received the signed agreement from him to move forward with the necessary
work
· Selectman Amoruso suggested consideration be given to holding some of type of
public forum once the Great Waves contract is signed to explain how and why
the Board of Selectmen came to its decision. Town Manager D'Agostino noted
the building permit was applied for on March 10th and the Building Inspector has
thirty days in which to either approve or deny the application. It is Mr. Cook's
decision that the application is in order and he intends to issue the permit
within the next few days. Discussion followed regarding the necessity of
getting a signed agreement prior to the issuance of the permit. Consideration
was given to asking Great Waves to grant an extension of the time allowed to

grant the building permit or appealing the building permit if it's issued. Great
Waves will be asked if they will agree to an extension.
· Selectman Donovan reported attending the dedication of the Mansfield
Municipal Airport's new remote communication facility.
· Chairman McCarter noted he had not had time to review the response to Bella
English's Boston Globe article on Great Waves. Selectmen discussed the pros
and cons of responding and took no action.
· Chairman McCarter asked how the four-way stop signs at West Street and
Forbes Boulevard are working. Town Manager D'Agostino noted he has received
e-mails from time to time and the intersection is still dangerous and needs to
have something done. Selectman Amoruso said he has heard of several "near-
misses", but at a lower rate of speed. Selectman Donovan suggested a rotary at
the intersection would improve the situation. Selectmen discussed their
disappointment in MassHighway's decision and the need to provide full
signalization at the intersection.
Motion: To put an article on the Special Town Meeting Warrant requesting
$125,000 for full signalization of the West Street/Forbes Boulevard
intersection because it is a significant public safety issue.
(Donovan-McCarter) 2-1 with Selectman Donovan and Chairman in favor,
Selectman Amoruso opposed. Passes Selectman Amoruso noted he agrees
that it is a public safety issue and is opposed only because he thinks asking
for another $125,000 when we're struggling to reduce the budget sends the
wrong message.
Selectman Donovan congratulated the students who made the All-Star teams.
Motion: To adjourn at 9:58 p.m.
