Executive Session Minutes
August 23, 2000
An Executive Session was convened at 7:03 p.m. for the purpose of discussing the
deployment of security personnel at the Tweeter Center for the Performing Arts.
Present were: Chairman David W. McCarter; Clerk Bradford E. Wills; Selectmen
Louis P. Amoruso, Daniel Donovan, and Amos M. Robinson.
Also present were Town Manager John O. D'Agostino and Police Chief Arthur M.
O'Neill.
Chief O'Neill reviewed plans for security for the two night Phish event on
September 11th and 12th. Options discussed with the Chief were liiting the concert
to one night; keeping the lot open all night to contain the concert patrons and keep
them from roaming throughout town and disturbing businesses; and early opening of
the parking lot to get the traffic off the highway and local streets.
The Chief detailed his plans for security, including increased neighborhood patrols
in the vicinity of the concert venue and neighborhoods bordering highway rest
areas; increased presence in the Downtown area; the use of mounted patrols; and
assistance from surrounding communities. The State Police Air Patrol will also be
providing monitors onto which they will beam live images to assist in traffic
management. He also plans to use the local newspapers to make residents aware of
the increased security, to encourage the use of extra lighting around their homes,
and to urge people to call the station immediately if they hear people in their yards
at night following the concerts. In response to the Chief's staffing level for the
concert, Clerk Wills noted he believes forty officers on duty for the event is not
sufficient if there is a problem. Selectman Amoruso noted he is not as worried
about problems at the venue as he is about public safety before and after the
event.
Motion: To adjourn the Executive Session and return to Open Session at 7:45 p.m.
