Quarterly Chairmen's Meeting
October 5, 2000 t"¡Ät~~;r iELO
HASS!;¡,CHUSETTS
A quarterly meeting of the Chairmen of various boards and committees was held on
October 5, 2000.
Present were:
· Animal Welfare Committee - Matthew Miller
· Library Trustees - Joe Flynn
· Council on Aging - Sonia Walgreen
· Finance Committee - Dennis Grady
· Municipal Building Committee - Richard Feeley
· Board of Health - Phil Giangarra
· Airport Commission - Jeff Siena
· Planning Board - Tom French
· Zoning Board of Appeals - Richard Devine
· Recreation Commission - Dave Leary
· Board of Assessors - John McNair and Mike Eagan
Each chairman gave a brief update on what his/her board has been working on.
Some of the specifics included:
Animal Welfare Committee
They no longer have the amount of space needed and are seeking to obtain funding
for a new building or new location through donations and from the Town. They
would like to have a "link" on the town's website since they have their own website
already. They expect to be involved in programs for possible spaying of animals and
are hopeful of receiving a donation of a van from Petco in the near future.
Library Trustees
They asked that AT&T uphold their agreement to provide "Roadrunner Internet
Service" to the library for their five computers. The computers are in constant
use, while circulation has remained fairly constant. The volunteer readers were
commended for their work with children. This amounts to about $400 per week of
volunteer services. They are searching for a director and believe the pay scale may
be an issue in attracting a candidate.
Council on Aqinq
They reported that with the recent changes made, transportation needs appear to
be adequately met. They expressed a desire for additional parking and hoped that
if the proposed parking is built, perhaps someday it could be paved.
Finance Committee
Reported that they expect the Town to abide by the five-year plan projected at
last Town Meeting and that they are busy reviewing Special Town Meeting articles.
Municipal Building Committee
Reported on construction projects--specifically the locker rooms in the gymnasium
at the High School which they expect to complete soon. The MBC Chairman and
Animal Welfare Chairman engaged in a brief discussion regarding if an animal
shelter were to be built, how and to what degree the MBC should be involved.
Board of Health
Reported that they are still concerned with the Town Hall air conditioner unit.
They have been holding a number of hearings on tobacco violations and expect to
hold hearings soon on whether or not to make restaurants smoke-free. They
suggested that Mansfield Green be open on Saturday for oil collection instead of
just Monday. They also suggested that they be involved with the Train Station
project because the construction could affect the pollution that exists there and if
there were more paving, then the pollution could be mitigated.
Airport Commission
Reported on ongoing projects that have been approved at Town Meeting. They
addressed residents' concerns as soon as received and reported most problems
occur with pilots that do not regularly use the Mansfield Airport and are unfamiliar
with the flight paths. They expect that any proposed retention pond for the
"purple pipe" project would likely result in significant opposition from the FAA, as it
would likely attract birds, etc., which would pose a problem.
Planninq Board
Reported on the work that has been done recently with the IDC on the proposed
Planned Business District, which is expected to be a positive change for the
Industrial Park in particular. A brief discussion was held on the recent additional
parking at the Tweeter Center in which the Planning Board disagreed with the
Zoning Board and as to whether or not any changes to our Zoning By-Law would be
needed to prevent this is in the future.
ZoninQ Board of Appeals
Reported they have been conducting hearings as requested and were involved in the
discussion with the Planning Board Chairman as noted above.
Respectfully submitted,
David W. McCarter, Chairman
