McCarter noted we have had licensees come in to discuss what they're doing
on the premises, but not as a public hearing. Town Manager D'Agostino
noted C. J. Scooter's also has an entertainment license and abuts residential
property, which might be a concern. He noted it is the Board's prerogative
to bring in the licensee for discussion, but not public hearings. Selectman
Amoruso noted that the transcripts, though sparse, indicate the matter was
handled appropriately and they received the penalty due them or worse. He
stated he could not see the benefit of having them in. Selectman Donovan
also noted it was needless.

Norton Town Manager Chris McCabe, Norton Selectmen Kimball, Brown, MacPhee
and Sears and Frank Gay of Greater Attleboro- Taunton Regional Transit Authority
(GATRA were present to discuss Norton' request for a GATRA bus. Also present
was Louise Dailey from Southeastern Regional Planning and Economic Development
District (SRPEDD).
Chairman McCarter noted Mr. Gay was before us previously to make a presentation
on a bus from Norton and, at that time, the Board was not supportive of the idea.
He noted they are now here to discuss the matter further.
Mr. Brown addressed the cost of the service, noting the Board needs to be aware
that by 2003 Mansfield would not be spending anything on the assessment.
Whatever is paid to GATRA is able to be deducted from the MBTA assessment.
Next year the Mansfield assessment will be $12,467. In the long run Mansfield
would be providing an additional service without additional cost. He also noted the
(' benefit to Mansfield residents along the route with the linkage available to GA TRA
busses going to Attleboro, the Emerald Square Mall, and the Silver City Galleria in
Taunton, providing independence to Mansfield's senior population for shopping and
doctor visits. Mr. Gay has been in contact with the lot next to the Tweeter Center
and he suggested trying it on a two-year trial basis. The GA TRA service would
offer affordable public transportation on a regional basis. He asked that
Mansfield's Selectmen consider the proposal.
Selectman Donovan noted the Bike Trail that was regional planning project, stating
Norton pulled the plug on it. Mr. Brown replied they are interested in regional
planning. Chairman McCarter spoke of the Train Station's location in Mansfield is
both a blessing and a curse for us. He pointed out that the commuters are the
patrons of the MBT A. He asked that some basic plans be laid out as to how it would
work.
Mr. Gay noted it would be open to anyone, not just Norton residents. He stated
that satellite parking lots are not popular, but the parking problem is so acute that
something needs to be done. Chairman McCarter outlined Mansfield's plans to go to
1600 parking spots in the vicinity of the Train Station and said he is reluctant to
endorse satellite parking lots.
('
Board of Selectmen Minutes of November 29, 2000

{'
Chairman McCarter asked what type of busses they will be. Mr. Gay said they
would be the mini-busses initially, with a move to larger busses if the demand is
there. The busses would run every half hour during peak hours. Chairman
McCarter pointed out the Route 128 parking garage is being under-utilized, with
plenty of commuter parking there. Chairman McCarter asked for Mr. Gay's
confirmation of his previous statement that without Mansfield's approval, the
busses wouldn't be put on line. Mr. Gay reviewed the Attleboro- Taunton line that
passes through Norton. The assessment is based on ridership, rather than a
mileage application. If Norton wanted to move forward and Mansfield agreed to
have the bus stop only at the Train Station, they could do that. They do, however,
have to come to the Board for local approval to allow the busses to run on our
streets. Mansfield's current assessment is approximately $12,000.
Selectman Amoruso noted not wanting to spend $23,000 of Mansfield taxpayers'
money for something he sees little or no advantage to for Mansfield residents. He
also pointed out satellite parking was never part of our plan and met opposition
previously when suggested. Mansfield residents wishing to hook into the bus
transportation system could easily go to the Train Station to make that link. He
further noted concern about a bus crossing the road to get in and out of a satellite
parking during peak traffic hours.
{'
Chairman McCarter asked if Mansfield would still be assessed if the bus ran from
Norton directly to the Mansfield Train Station without any stops. Mr. Gay noted in
that case Norton would have to pay the assessment.
Mr. Kimball of Norton said in his five years he's heard Mansfield vs. Norton. He
said if Norton has to absorb the cost of the assessment to make the service
happen, they will do that. They are, however, in need of a place to park the cars as
a satellite facility. If a private parking lot is used in Mansfield, Mansfield
Selectmen would have jurisdiction over the licensing of it. He noted other joint
projects being undertaken by the two towns, such as the TPC Golf Course and
dredging the Norton Reservoir, a portion of which is in Mansfield and will require
Mansfield permitting. He said they don't presently have a lot of sufficient size to
accommodate commuter parking, but may someday be able to use the TPC Golf
Course for that purpose if the bus service works. He spoke of the commonality of
the communities of Mansfield and Norton and suggested putting the rivalries aside
and to begin working together on common problems.
('
Selectman Amoruso noted existing problems with parking lots and assurances we've
received that if we allow one satellite lot, we would have to allow others. He
pointed out at this point we would need to develop different regulations for this
type of situation and get those in place prior to allowing satellite lots. He also

spoke of funding and the fact that the funds have not been appropriated in our
budget for that purpose.
Mr. Kimball asked if there would be any objection to Norton running busses to the
Train Station if they were able to find satellite parking in Norton and secondly, if
Mansfield would object to the busses stopping in Mansfield if residents so desired
to utilize the service. Selectman Amoruso said he would like the service to run
straight through town to the Train Station initially if allowed, with future
consideration being given to the bus stopping if residents wanted that service and
the cost of the service were based on ridership. Town Manager D'Agostino
reaffirmed Selectman Amoruso's comments regarding our commercial parking
regulations that allow seasonal parking.
Mr. Brown noted their continuing efforts to get parking on their side of the town
line. Town Manager D'Agostino raised issues of conflicting uses of the regulations
governing the lots. Clerk Wills said the use of the Clemmey lot would be a good idea
and help us to be a good neighbor and he would support the trial.
r
Mr. MacPhee of Norton spoke of the loss of natural resources in the area, with the
Tweeter and Clemmey lots lying idle for much of the time. He suggested using
existing lots would protect the natural resources from additional lots having to be
built. He also suggested that the lot owners could be charged a fee to offset the
assessment.
Mr. Kimball suggested that one of Mansfield's Selectmen, Mr. Brown of the Norton
Board, Mr. Gay and the two Town Managers get together to discuss the matter
further and come up with a solution of mutual benefit.
Ms. Daley summarized comments and stated the real possibility of satellite lots
bringing more people to the Train Station. She also noted that was not what was
envisioned in the SRPEDD study. Town Manager D'Agostino asked about the
ridership on the Mansfield Connection. ,Mr. Gay said the demand is increasing now
that people believe it will be permanent, and they are about ready to come in with
the request for an additional bus. Selectman Donovan asked what the cost of the
park and ride program would be. Mr. Gay said it would have to be kept reasonable
and competitive, probably $1. to park and $.75 to ride the bus. Initially it would
have to be kept inexpensive and perhaps later increasing the cost to park at the
station and making it less expensive to park in the satellite lot. Selectman Amoruso
suggested the bus continue on to Foxboro and make the loop back, since we have
more commuters from Foxboro than Norton.

r Town Manager D'Agostino pointed out item #11 in the open air parking regulations,
\
noting conditions can be established within the license itself. He noted differences
between a parking facility for events and for that being used for commuter parking.
Motion: To form a subcommittee comprised of a representative from each Board
of Selectmen, the Town Managers of Norton and Mansfield, and Frank Gay of

Certificates were presented to members of the Year 2000 Time Capsule Committee
in appreciation of their service to the Town of Mansfield. Presentations were made
to Jonathan Cuneo, who chaired the committee as his Eagle Scout project, and
Scott Wagner of the Mansfield Buzz. Certificates were also prepared and will be
mailed to David Loving, Kevin McNatt, and Lorilee Fish who also served on the
committee.
Town Manager D'Agostino spoke of the work of the committee to present to the
Townspeople in the year 2100 a picture of life in Mansfield in 2000. The idea was
initiated by Scott Wagner of the Mansfield Buzz and was picked up and carried
forward by Jonathan Cuneo. He noted Jon's efforts on the time capsule were an
effort of love and he hopes he spends the future in the Town of Mansfield.
Jonathan thanked those on the committee for their efforts and presented Scott
Wagner and John D'Agostino with a gift.

r George Dentino of Gladiola Terrace - spoke of those complaining about their water
bills and joked that he wanted to complain about his electric bill, which at 13 cents
he knows is too high since Mr. Amoruso previously pointed out he has been in the
dark for the last three months so hasn't used any electricity. He spoke of the need
for the satellite parking and suggested Mr. Clemmey's lots on South Main Street
and Copeland Drive would be ideal, together with other lots in town.
Karl Clemmey of 750 South Main Street - corrected a couple of statements made
by the Board of Selectmen. He noted commercial parks under the current
regulations can be used year round as they are charged per parking space. He
noted zoning in Mansfield governs satellite parking and is allowed in B-3, I-I, I-2
and I-3. His four acres cost over $400,000 to develop as a parking lot. A piece of
industrial land in Mansfield is now worth $300,000/acre. Anything over 1,000 cars
requires a MEPA study at a cost of $50,000. He noted nobody in Mansfield will
spend the money to do such a project. He proposed a partnership with the Town in
the use of his lots.
