to the approved access road, filling of a Bordering Vegetated Wetland with replications, installation of
Stormwater Management Structures and regrading associated with parking lot to an artificial turf field.
Ms. Gonyer explained that Mr. Riccio made plan edits based upon the Commissioners request at the May
18, 2026 Conservation Commission meeting and shared that the Town Engineer, Mr. Alves had approved
the edits. Mr. Riccio stated the revised plan removed the overflow parking area located in the buffer
zone, it addressed any drainage concerns and additional signage was added. Mr. Roth inquired about the
turf being used and Mr. Riccio said it was the same synthetic PFAS free turf used at the High School.

4. Request for Determination of Applicability (RDA), Thomas Lewis, to review the wetland boundary and
proposed vegetation management activities along the railroad Massachusetts Coastal Railway right-of-way
(ROW) Operated by Tec Associates as part of the renewal of the five-year Vegetation Mansfield Plan (VMP).
Ms. Gonyer explained that the only Conservation jurisdiction under the Massachusetts Wetlands
Protection Act and the local Wetlands Bylaw including No Spray and Limited Zone, was the small segment
over the Rumford River near the Foxboro Town Line. The Vegetation management activities in this
location would be conducted in accordance with the applicable wetland protections performance
standard. The chemical vegetation control would be restricted in this resource area to ensure compliance
with the state and local regulations.
Motion: to issue a Positive Determination for Reason #2a (boundaries of resource area are accurate) and
Negative Determination for Reason #3 (work will not impact resource area) to Thomas Lewis, to review
the wetland boundary and proposed vegetation management activities along the Massachusetts Coastal
Railway right-of-way (ROW) Operated by Tec Associates as part of the renewal of the five-year Vegetation
Management Plan (VMP) with the following Determination Conditions # 2,3,4,8,10,13,24,25

5. Notice of Intent (NOI), Ronak Patel, 55 Willow St., Map 12, Parcel 184, to improve front entrance within the
200 Riverfront Area, construction of an in -ground pool and patio within 100-foot buffer zone of a Bordering
Vegetative Wetland.
Ms. Gonyer explained this project was for the construction of an in -ground pool and patio associated with
a single-family dwelling within the 100-foot buffer of a Bordering Vegetated Wetland located behind the
property along Route 495. Ms. Hayes spoke about the minor activities including the 76 square -foot
reduction of the front access stairway into the dwelling that was within the 200-foot Riverfront Area (RFA)
of an unnamed Perennial Stream located to the east of the single-family dwelling. The applicant proposed
mitigation plantings and the conversion of impervious surface to permeable pavers to offset the footprint
of the in -ground pool and patio. The limit of work is located approximately 80 feet from the BVW located
to the west and approximately 120 feet to the Perennial Stream located to the east. The erosion control
was shown on the site plan. DEP included comments stating that some of the work proposed in the front
of the house is exempt from the RFA regulations.
Motion: to issue an Order of Conditions to Ronak Patel, 55 Willow St., Map 12, Parcel 184, to improve
front entrance within the 200 Riverfront Area, construction of an in -ground pool and patio within 100-

9. Land Disturbance Permit (LDP), Faceoff Holdings LLC., Gilbert St., Map 4, Parcel 3, to review stormwater
management plan for over one (1) acre of disturbance for the proposed construction of a five -dwelling
residential compound.
Ms. Gonyer told the Commission that the Stormwater Management Plan had not been reviewed by Mr.
Alves, the Town Engineer and that the applicant requested to move to the August 2026 Meeting.
Motion: to continue this hearing to the August 31, 2026 hearing so the Town Engineer can review plans.
Passes: 5:0 (MacDonald/O'Hara)
10. Extension of Order of Resource Area Delineation (ORAD) Stan Feck, 719 Elm St, SE 211-1009, Request for a
three-year extension to the Order of Resource Area Delineation issued on 01/29/24. The existing permit is
set to expire on 01/29/27.
Ms. Gonyer explained that the wetland delineation was first approved on 01/29/24 under an GRAD. Since
then, no work has been started or proposed on the site. The applicant requested to extend the
ORAD/delineation which was originally set to expire on 02/15/27. Due to conditions onsite, she does not
believe the wetlands delineation will change and recommended this ORAD be extended to expire on
02/15/30.
Motion: to Issue an Extension of the Order of Resource Area Delineation DEP SE 211-1009 for an additional
three years from the original expiration date of 2/15/27. The Order will now expire on 2/15/2030.
Passes: 5:0 (MacDonald/Konick)
11. New/Old Business
• Fee Schedule: Approval
Ms. Gonyer did not revise the FEES after Mr. Hedlund's inquiry at the previous Conservation
Meeting to potentially include a Commercial Fee, based on the size of the project. After further
research this did not seem to be a fee other Towns are utilizing. If a Commercial Development is a
large-scale project, she would implement MGL Chapter 44, Section 53G. She recommended to
implement the revised Fee Schedule (dated 5/12/26) starting August 1, 2026
Motion: to approve the newly revised 5/12/26 FEE Schedule to be implement on August 1, 2026
Passes: 5:0 (MacDonald/Roth)

Request for Determination of Applicability (RDA), Neal Boldrighini, 560 East St., Map 31, Parcel 19, for the
construction of an addition to a Single -Family Dwelling. Roof drains will be provided and silt sock will be in
place prior to work.
Ms. Gonyer explained that this request has been withdrawn and that they needed to open and close the
meeting as it had been posted.
Motion: to withdraw the Request for Applicability of Determination Neal Boldrighini, 560 East St., Map 31,
Parcel 19, for the construction of an addition to a Single -Family Dwelling.
Passes: 5:0 (O'Hara/MacDonald)
7. Request for Certificate of Compliance (RCOC), Benjamin Cavallo and Keith Signoriello, 889 Maple St., Map
31, Parcel 19, DEP SE 211-1007 to review the compliance for the Order of Conditions issued in 2024 for the
construction of Single -Family Dwelling, with associated grading and utilities within a 100-foot buffer of a
Bordering Vegetative Wetlands and the Inland Bank of an Intermittent Stream.
Ms. Gonyer explained that the house was constructed as shown on the Plan of Record. A split rail fence was
installed along the 25-foot No Disturb Zone per the Order of Conditions. There was a small section of split
rail fence shown on the plan of record. However, due to the configuration of the abutting lot, existing
grading of the lawn area and the clear delineation of the lawn area, this section of fence did not make sense
in the field she allowed for it to be removed from the plan of record and it was not installed. She
recommended to issue the Full Certificate of Compliance.
Motion: to issue a Full Certificate of Compliance to Benjamin Cavallo and Keith Signoriello, 889 Maple St.,
Map 31, Parcel 19, DEP SE 211-1007 under the Order of Conditions issued in 2024 for the construction of
Single -Family Dwelling, with associated grading and utilities within a 100-foot buffer of a Bordering
Vegetative Wetlands and the Inland Bank of an Intermittent Stream.
Passes: 5:0 (MacDonald/Roth)
8. Request for Determination of Applicability (RDA), Jennifer Mazgelis, 10 Riverwood Dr., Map 5, Parcel 154,
for the installation of an inground pool and associated patio on an existing Single -Family lot within 100-Feet
of Bordering Vegetative Wetlands.
Ms. Gonyer said she worked with Ms. Mazgelis and the pool company on her application. The existing
lawn area was defined and a fence was already in place which demarked the lawn area boundary. DEP did
not have any wetland reference adjacent to this site, however wetlands to the southeast of the lawn area
were discovered on an old RIM plan. During her site visit, she observed an area where overflow from the
wetland system located to the north of this house across the street is culverted to this lot and it sheet
flowed to the wetland located to the south of this property. She observed signs of hydrology but the
vegetation was primarily facultative with upland species. This may be considered an intermittent stream
opposed to a BVW. A soil analysis was not conducted. The area is jurisdictional; however, the work would
not impact the resource area. Ms. Mazgelis said the pool was a plunge fiberglass pool, small in size, 12 x 21
feet and 4 feet deep and there would be a patio around it. Ms. Gonyer asked to make sure all the disturbed
areas outside of the pool patio area are stabilized after the installation of the pool and to follow the pool
conditions. Ms. Gonyer amended the plan to show the limit of work outside of the 25-foot NDZ and the
applicant agreed.
Motion: Issue a Negative Determination for Reason #3 (work will not impact the resource area) to Jennifer
