Discussion and Consideration to Approve the 2026 Xfinity Center License Agreement and Entertainment License Police Chief Sellon, Fire Chief Desrosiers and Ms. Deidre Kelly, General Manager of the Xfinity Center were present for this agenda item. Ms. Aronstein began the discussion by stating that this was a carry-over item from the time that Mr. Reinke was the Acting Town Manager. Ms. Aronstein then went through the changes of the license agreement from the prior year and the rationale behind each of the changes. She stated that overall, she thought it was a fair agreement for both parties. Chief Sellon stated that this was the easiest process than any of the past thirteen years and he thanked Ms. Kelly. He agreed that it was also good financially for the Town. Mr. Wilk asked about the renovations that were completed and Ms. Kelly responded that they are revamping the entire venue and more renovations will be done next year. She stated that she has also reached out to many community organizations to find out how they can give back and invest into the community. Chief Desrosiers'echoed what Chief Sellon stated and everything has gone well. He also explained that the paving that was completed makes it safer for patients. He stated that when they are moving stretchers on an uneven surface the stretchers can tip easily. The Select Board members stated that they were happy to hear about the improvement in relationships and the positive changes. Motion: To approve the 2026 Xfinity Center License Agreement and Entertainment License. (Loukos/Doherty) Passes 5:0 4. Discussion and Consideration to Extend Hours for Legends Music LLC dba Xfinity Center Ms. Kelly stated that the most unpleasant part of the venue is the exit from the venue because there is only one way out. They have isolated five sell out concerts that they would like to extend hours. They have created a space called the backyard that holds approximately 800 people and they want to offer a hospitality experience. Ms. Kelly stated that the Dave Matthews Band concert would be the first test of this plan and if it does not work and the Chiefs feel it does not work, they can end it after that one show. Chief Sellon stated that he was supportive of the change and thinks that this could provide some traffic relief and it would be contained to a specific area. Mr. Roche stated that this concept has been helpful at Gillette Stadium. Motion: To extend the alcohol and entertainment license hours to 11:30PM for the following shows: June 13 — Dave Matthews Band; June 20 —Jack Johnson; July 18 — Muse; August 8 — Hilary Duff; August 29 — Pitbull. (Loukos/Doherty) Passes 5:0 S. Discussion and Consideration of Waiver of Moratorium for Balcom Street Mr. Josh Reinke, DPW Director came forward and stated that this request is from the City of Attleboro that has a water treatment plant on Balcom Street. They were not able to come up with the funding needed prior to the road paving that was completed in April of 2022 and normally he would reject this request. However, the engineer has offered to mill and pave 340 ft and this would restore the road to brand new condition so he would recommend the Select Board approve the request. The Select Board members had no questions. Motion: To approve the waiver of moratorium for Balcom Street as detailed in the request submitted by Tata & Howard. (Loukos/Roche) Passes 5:0 6. Interview and Consideration to Appoint Steve Schoonveld, Mansfield, MA to the Non -Profit Gift Fund Committee This item was skipped as Mr. Schoonveld was not present and Ms. Champagne recommended going back to this item in a little bit. 7. Town Manager's Report v Water Restrictions Notice Announcement April 2026 Monthly Report > Health Insurance Advisory Committee Update i Miscellaneous Items Y Select Board Members Questions and Comments Ms. Aronstein began her Town Managers report with announcing the annual water restrictions notice. She then went through her April 2026 Monthly report which included information from meetings she had with department heads, Select Board members and unions. She also highlighted the work on the Xfinity License, drone cleaning of the Oxford Water Tank and the welcoming of a new business, Studio 02048 to the community. Ms. Aronstein stated that they had a Town Meeting Article review meeting which was helpful and she thought that Town Meeting was wonderful. She also updated the Select Board on the one budget transfer of the month which was for $31,000 for aerial mapping. Ms. Aronstein then provided an update on the insurance advisory committee process. 8. Public Comment (Per the Select Board Operating Procedures: The Chair may give visitors who are not listed on the agenda an opportunity to speak to the Board during the Public Comments session; however, the Chair may limit their speaking time at the discretion of the Chair.) Mr. Evan Benson from the Firefighters Union was present to discuss the retiree benefits. He stated that he understands the constraints and knows that retiree benefits can be changed by the Select Board. Mr. Benson noted that the PPO is a large budget driver and the Firefighters union wants to work collectively and is willing to come to the bargaining table. He believed more time was needed before adjusting the plans for retirees and if the Board was going to vote he asked that the split be no more than 70%. He stated that as part of the 32B process he hopes that everyone can work together to find a long-term solution. Mr. Loukos commented that at the last Select Board meeting he commented that he was not interested in changing the retiree split immediately this year however the PPO plan is too expensive and something needs to be done. Mr. Feck commented that these are not easy decisions to make. Mr. Roche commented that he was glad Mr. Benson came to the meeting and had some trust in the Board to work through this and nothing would be changing until the new calendar year. Mr. Wilk thanked Mr. Benson for coming tonight and appreciated his comments. He stated that what is on the agenda is to change the split for the PPO health plan for the next fiscal year. Mr. Benson reiterated that to hold the Town over for a year he was asking for a small percentage change for the retiree split tonight. Mr. Eric Houston of 51 Smith Road came forward and stated that he attended Town Meeting and he has two children in the Mansfield Schools. He stated that it seems that many people lack understanding of the process and what is at stake. He stated that the majority of the population did not understand that an override requires a Town Meeting vote and a ballot vote. He also thought that if Town Meeting is not accessible to all people. He also thought it was awful the way the community voted against allowing students from the schools to speak at Town Meeting because what they were going to say was not aligned with their opinions. Mr. Houston noted that his wife is a teacher in another community and the needs of students today is different and it is important to understand the unique enrollment at the schools. He encouraged the Board to find a way to make Town Meeting more accessible to everyone. Mr. Wilk thanked him for coming to the meeting and sharing his comments. He stated that having a Town Meeting on a Saturday would affect families with children who have sports on Saturday too. Mr. Wilk also explained that if the override passed at the ballot there would had to have been another Town Meeting. Mr. Houston did not realize that was the case and many people thought the ballot did not matter because the vote failed at Town Meeting. Ms. Aronstein confirmed that overrides and debt exclusions require a Town Meeting and Ballot vote and the order does not matter. Ms. Aronstein commented that the Town needs to course correct and the $21M override would not have corrected the problem. Mr. Loukos shared his experience as moderator and as a parent of a young child, his wife a member of the Finance Committee had to leave Town Meeting early to put their daughter to bed because the babysitter could not. Mr. Loukos also explained that Town Meeting is flawed and that a Town Council form of government or a Representative Town Meeting would be better but it is a long process to make that change. Mr. Loukos explained that there needs to be structural changes and then he can support an override. Mr. Loukos also noted that he received special education services in school because he was dyslexic so he knows how important special education services are for students. Mr. Feck thanked Mr. Houston for attending and sharing his thoughts. Mr. Feck stated that he has two children so he understands how it is difficult for young families to attend Town Meeting. Mr. Feck also stated that his children are directly affected by the decisions the Board makes. Mr. Feck commented that he is probably the least favorite member of the Board because of the tough decisions that have been made. He stated that if the Town passes an override it is going to make the Town not affordable for some residents who will have to move. He stated that he voted to not support an override this year and will not vote to support an override until he is sure the Town is back on track. Ms. Doherty stated that there are a lot of misconceptions out there. She stated that residents think the Select Board laid off teachers however the Select Board does not have anything to do with the operations of the schools. The Select Board's role is the overall financial well-being of the Town. She then stated that community engagement is something that she is very interested in now that she is retired. She stated that she has spoken with the Town Manager about starting a citizen's academy so she can educate the residents in Town on local government and Town Meeting. She stated that she has all the curriculum and would volunteer to do this and make sure it gets done. Mr. Roche stated that he was the only one from the Select Board that wanted to move forward with an override however he did not think it would pass because not enough work had been done. Mr. Roche stated that a couple of Towns are trying to get the state legislature to allow them to pilot test having a virtual town meeting. He stated that that his expectation is to have a year long comprehensive override on the table for next year. Ms. Rachel Stahr of 44 Brown Avenue came forward and stated that she wanted to share why she thinks the override did riot pass. She stated that she moved to Mansfield for the good schools and trees eight years ago. She stated that she was impressed with the Town and it was different from where she grew up and the Town and School were always against one another and there was no pride in the community. She stated that she was surprised that money was spent on the new fields when cuts were happening elsewhere. She stated that she voted for the override last year. She noted that she thinks people are disappointed that there is not an option of an override to vote on this year. She is also worried about the future of the school system and the effects of larger class sizes. Mr. Jeff Hooten of 223 Franklin Street came forward and stated that he has been in Mansfield since 1991 and his daughter graduated in 2010. He stated that and taxes have increased from $1,400 to over $8,000 a year in that time span. He stated that so many family friends have moved out of Mansfield because they cannot afford it. He stated that the schools were the most important service to him originally but now fire and police are more important to him. He stated that the State legislatures gave money away instead of helping cities and towns within Massachusetts. Mr. Wilk paused public comments and moved to item number nine. Ms. Jessica Black of 150 Oakland Street came forward and stated that she moved here from New York and commented that she heard the message at Town Meeting that all the information she would need is on the website, however she said the information is buried and she spent over four hours looking. She also noted that the links in the newsletter did not work. She stated the meeting for tonight is only noted on the calendar. She stated that she knows there is an election on Tuesday but she could not find out any information on the candidates. She wanted to know who makes the school budget because all she knows right now is that the select council does not. Mr. Wilk tried to explain however she stated that she was still confused and would do her own research. Mr. Wilk then stated that last year they advertised on the Towns website and Facebook for public information sessions and Ms. Black responded that she never sees anything that the Town posts. Ms. Aronstein responded that the website can be difficult but there is an option for residents to sign up on the website for notifications which is called Notify Me. Ms. Aronstein also stated that Ms. Black can reach out anytime and she will sit down and explain Massachusetts government. She confirmed that the calendar is the official meeting posting place and noted that it used to be an actual bulletin board. Ms. Doherty commented that there are four candidates running for the Select Board and Mansfield Cable recorded a candidate forum. Ms. Champagne stated that the Town is not allowed to advocate for elections but the recordings are available on Mansfield Cables website. Mr. Loukos stated that everyone is very helpful and willing to talk with residents. Mr. Matthew Graham of 8 South Walnut Street came forward and stated that with all the cuts is the best -case scenario for an override looking at being just where the Town was at the beginning of this year and Ms. Aronstein responded that she is looking to restore cuts all the way back to Fiscal Year 2023. Ms. Aronstein stated that many of the cuts over the past several years have been quiet cuts but she is looking to find out what is "right sized" for Mansfield. Mr. Graham stated that the Town has not heard what the plan is yet. Ms. Aronstein responded that there is a lot of information from her presentation at Town Meeting and part of the plan includes growing revenue, strategically tapping into resources, marketing, economic development and thinking seven to ten years out. Mr. Mark Corsillo of 1604 West Street came forward and stated that the thing that gets confusing for a lot of people is that with proposition 2 %: people think that their tax bill is only going to go up by 2 % percent. Mr. Wilk agreed and Ms. Aronstein noted that the tax classification hearing in the fall is an important piece of the budget process. Mr. Corsillo also stated that the business park has more vacant space than a couple years ago and it is important to grow the commercial base and the work that Ms. Sarah Raposa is going to do is important to help bring the residential taxes down. Mr. Feck stated that Mansfield has more commercial base than the surrounding towns but has the highest residential tax rate and the highest split. 9. Discussion and Consideration of Retiree Healthcare Contribution Ratio Ms. Doherty recused herself and left the meeting for this discussion item. Mr. Wilk asked for analysis on changing the retiree healthcare contribution and the Board is also looking at making a change of the split for the PPO healthcare plan. Mr. Wilk asked if this change would be for July 1, 2027 and Ms. Aronstein responded that her recommendation was to adjust the PPO as of July 1, 2026. Ms. Aronstein also believed that the retirees should be the same split as the active employees and if she is successful with a 60/40 split with the unions then she would like the Board to reconsider adjusting the retiree split to that. Mr. Feck commented that the PPO plan is a lot more expensive and there is a higher number of retirees on the PPO plan than active employees. He stated that the HMO is a very good plan. Mr. Loukos asked how many retirees across all the plans are on the insurance and she responded just under 800. Mr. Monticello commented that there are a total of 53 retirees that are on the plans that the active employees are because they are not old enough to get on Med Rx plan. He further noted that 16 of those 53 retirees are on the PPO Plans. Ms. Aronstein stated that if the Board were to go to a 50/50 split on the PPO plan it would be a maximum savings of $182,000. Mr. Wilk invited Mr. Benson to come forward. Mr. Benson stated that he understands that the Board can do whatever they choose and that PPO plan is probably going to end in 2028. Mr. Benson said they should consider the best they can for the HMO. Mr. Loukos suggested the Board consider a 60/40 for this year and then go to 50/50 the following year. Ms. Aronstein commented that if there is movement on the health insurance then the other cuts become less. Mr. Wilk asked how much more a person on the most expensive PPO plan would have to pay per month with the split increasing to 60/40 and Ms. Aronstein responded approximately $720. Mr. Benson wanted to reiterated for everyone that this was only for the retiree PPO plans and Ms. Aronstein confirmed that it was only for the retiree PPO plans. Motion: To modify the retiree contribution ratio for the PPO Plans from a 75/25 split to a 60/40 split effective July 1, 2026 and a 50/50 effective July 1, 2027. (Loukos/Roche) Passes 4:0 Mr. Feck thought it may be possible to get a plus one plan for retirees. Mr. Loukos stated that if the active employees pay 70/30 than it should be the same for retirees. Ms. Aronstein asked if the unions agreed to a 60/40 split would the Select Board revisit this so that the retirees are matching and there was consensus amongst the Select Board members to do so. Motion; To modify the future retiree contribution ratio to a 70/30 split effective January 1, 2027. (Loukos/Roche)Passes 4:0 Ms. Aronstein confirmed that if someone is already retired with a 75/25 split, they are not changing and the Select Board members agreed. Mr. Wilk then went back to the public comment agenda item. 10, Discussion and Consideration to Adopt Massachusetts General Laws Chapter 32B Section 21-23 Ms. Aronstein asked for this item to be tabled. 11.
