(Loukos/Doherty) Passes 5:0 Ms. Sharon Friedman, Chair of the Planning Board came forward and stated that this is Article 15 of the Annual Town Meeting Warrant. She stated that this article is to correct a road acceptance that was not officially recorded with the Registry of Deeds due to the misfiling of deadlines. She stated that the Planning Board voted 6:0:0 to recommend that this be moved forward by the Select Board and approved by Town Meeting. Mr. Wilk then asked if members of the public had any questions or comments. Mr. Robert MacDonald of 158 South Main Street came forward and stated that the consequences of accepting the road will we also be accepting the paper roads or paper streets. He asked the Board to think about those things as part of the vote. Ms. Friedman responded that Mr. MacDonald is correct and there is a paper street but it is not the intent of the Planning Board to do anything with the paper street. She stated that they are making a recommendation that the street that is already there be accepted. Mr. Loukos asked Ms. Friedman to explain what a paper street is and she responded that a paper street is a way that is undeveloped and is on the Town maps. She stated that some paper streets may have an easement on them and most are undeveloped. Ms. Terry Blanchard of 150 Rumford Avenue came forward and stated that there is an assisted living facility off of Cobb Street and there is a lot of traffic back there. She stated that the houses that are their park cars in the street, so it is only one lane most of the time. She also stated that there is limited parking in that area. Ms. Blanchard then asked if this makes it a viable road for houses to be built on and if that was the intent. Ms. Friedman stated that some history may be helpful and stated that the Planning Board approved a portion of the street in 2006 and it then was approved by the Select Board and Town Meeting. She stated that once the street is accepted by Town Meeting there is a 120-day period that the order of taking must be recorded with the Registry of Deeds. The filing with the registry never happened and so this warrant article is the clerical piece that was missed in 2006. Mr. Loukos stated that regardless if the street is accepted or not it has no bearing on construction of those lots and Ms. Friedman stated that he was correct. Ms. Blanchard asked if she should direct her questions to the Planning Board and Mr. Loukos responded that this hearing is the process of making that street belong to the Town so she should ask them now. Ms. Blanchard asked who owns the road now and Ms. Friedman responded that the Town owns most of the road now and would own the entire road if the street acceptance goes through. Mr. Roche stated that the lots off the street are not owned by the Town. Motion: To close the public hearing at 6:46PM. (Loukos/Doherty) Passes 5:0 Motion: To accept the remaining portion of Cobb Street together with the associated drainage, water and sewer easements beginning at station 3+67.00 and extending to station 10+87.35. Mr. Robert MacDonald came forward and stated that Mr. Wilk as the Chair should have been the tie breaker because this could be seen as the Chair influencing the vote of others. Mr. Wilk then stated that he would retake the votes and he would vote last. Mr. Loukos voted for Ms. Szymanski, Mr. Feck voted for Ms. Crowley, Ms. Doherty voted for Ms. Crowley, Mr. Roche voted for Ms. Szymanski and lastly Mr. Wilk voted for Ms. Crowley. She stated that this will help cover part of the snow and ice deficit and there is now an anticipated shortage in the fuel line due to the rising cost of gas. She stated that are still paying contractual obligations however non -union employees will have a freeze on step increases. She then asked Mr. Ahern to come forward about the Roland Green School project. Mr. Ahern came forwarded and provided an update on the Roland Green School project and 50 West Street the former Police station. Ms. Aronstein stated that they have also received names of individuals from the unions who will serve on the Health Insurance Advisory Committee. They paused the report and went back to the public hearing for the alcohol license. At 7:02PM they went back to the Town Manager report. Ms. Aronstein continued her report stating that the changes being discussed tonight are changes that can be made by the Select Board, however there will be no votes on the items tonight. Ms. Doherty asked if this discussion was for current retirees or future retirees and Ms. Aronstein responded that it could be both. Ms. Doherty asked if she could first talk about current retirees and then she could recuse herself. Ms. Aronstein stated that current retirees pay 25% and the Town pays 75% of the health insurance premium. She stated that the active employees pay 30% and the Town pays 70% and this is very rare for retirees to pay less than active employees. She stated that if they made them the same the Town could save $198,000 by having retirees pay an additional 5%. Mr. Wilk asked what the dollar amount would be and Ms. Aronstein stated that it would cost the retiree about $26 more per month for the FY2027 year. Ms. Aronstein stated that another possible change would be to make an adjustment to the PPO plan which is both expensive for the employee and the Town. She stated the split could go as low as 50/50. Ms. Doherty thought it was morally wrong to put the burden of the Town on retirees who have served the Town for many years. She stated that she understands but the retirees do not have big pensions. Mr. Wilk stated that they asked Ms. Aronstein to bring ideas forward. Mr. Wilk then asked Ms. Doherty if not the retirees, then what should be done. Ms. Doherty stated there was a list of other options. Mr. Wilk stated that 85%of the budget is salaries and healthcare and there is nothing else left to cut. Mr. Wilk stated that these are not easy decisions. Ms. Doherty stated that there are other options but she can not participate in due to her son working in the schools. She also noted that she will support what the Board decides. Mr. loukos commented that he encouraged everyone to listen to the other ideas that Ms. Aronstein has because they are fantastic. He agreed with Ms. Doherty that he did not want to change the split for the retirees. Mr. Feck stated that they need to find solutions in many different places and they need to flatten the expense curve. He stated that previous boards and administrations thought the solution was to have an override and make cuts. Mr. Feck stated that these are difficult conversations and the Board has to make tough decisions. He stated that those tough decisions have not been made the last six to seven years. Ms. Doherty commented that she has not seen anything this bad in all her years of public service since 1978. Ms. Aronstein then referenced a document that contains the list of cuts that were initially and total $752,380. She stated that they need a total of $1.4M in cuts and noted that it should be more than that to give more space and a safety net. Ms. Aronstein stated that this is the bottom of the barrel and nothing is preferable. She stated that they are looking to have a long-term solution to dig the Town out of this permanently. She stated that there are options and she hears that the retirees split is not one of them. She stated that the plan is to allow Mansfield Green to open up another day and there will be discussions about sticker charge increases to pay for that additional day. She stated that one option is to reducing the overlay by $100,000 which would eliminate the senior tax work off program. She stated that the retiree split could be changed to only affect future retirees at a future date. Mr. Wilk stated that by only doing future retirees it would not give a large savings right off the bat it would be a slow change. Mr. Roche commented that he preferred the path of changing the future retiree health insurance split and maybe have it tiered and change every five years. Mr. Feck stated that moving the PPO plan to a 50/50 split is a $10,000 savings for each retiree that is on the plan. He stated that 20% of the retirees are on it and only 5% of active employees are on the PPO plan. Ms. Aronstein then stated that another option could be to offer an incentive for employees to move from the PPO plan to the HMO plan. Mr. Loukos stated that he liked the tiered approach because people plan for their retirement. Ms. Aronstein summarized that she is going to send a letter notifying employees that it is anticipated that the Board will vote to offer an incentive for those that switch from the PPO to the HMO plans. She also said that she will get further analysis on moving the split percentage and what the dollars in savings could be. They also agreed that any change to the split would be effective January 1, 2027. Ms. Aronstein then gave other options however they all involve union negotiations. She stated that there will be further reductions in force and there will be operational challenges with the cuts. She also stated that some full-time positions will become part time but still benefit eligible. The next recommendation was to have one week furlough for Town employees which would yield $265,000 in savings. She stated the furlough would not be for the Schools. She then stated another change they are considering is to reduce Town Hall hours by two and half hours on Wednesday which would be $168,000 to $200,000 in savings. Mr. Mark Corsillo came forward and asked for the change in hours be a later start so there are still evening hours. Mr. Loukos commented that a two -week furlough could be considered because that is the biggest savings line on the Town side, but the second week could be optional. The Chair then skipped to agenda 8 for the dog hearing. 6. Public Comment (Per the Select Board Operating Procedures: The Chair may give visitors who are not listed on the agenda an opportunity to speak to the Board during the Public Comments session; however, the Chair may limit their speaking time at the discretion of the Chair.) Ms. Marcia Szymanski of 29 Pleasant Street came forward and asked if the Town has looked into Professional Employer Organizations (PEOs) because she has used them at a non-profit and saw significant savings in healthcare. Ms. Aronstein stated that the Town did a study and the findings were that the Town is where they should be. Mr. Wilk added that the loss ratio is high so self -insured was not recommended. Ms. Szymanski asked how residents could pressure the State to increase funding and Mr. Feck and Mr. Loukos stated that residents should call the State Reprsentatives. Mr. Patrick Higgins was present virtually and stated that he wanted to congratulate Ms. Aronstein on being the Town Manager. He commented that she will do a great job. He also liked that Ms. Aronstein was stating what the acronyms were that are being used in the meeting and was confident that Ms. Aronstein will get Mansfield on the straight and narrow. Mr. Mark Corsillo of 1604 West Street came forward and stated that the Chair asked for ideas on saving money or increasing revenue and he wanted to share his ideas. The first was to increase the price of the Mansfield Green stickers and seek new revenue and hire a full-time grant writer. He stated they could put more costs onto the Xfinity Center because public safety resources are used there. He also noted that they should look at other uses for vacant buildings in the Cabot Park noting a rock -climbing gym would be great since there is not one within a half hour radius. Mr. Robert Martin of 18 Barbara Road came forward and stated that his neighbor is ninety years old and has the pension from her husband but she can't have much of a pension at all today. He also noted that Ms. Sandy Levine been retired for a long time and she is in the same boat. Mr. Scott DaPonte, President of Mansfield Educators Association came forward and wanted to speak about the unintended consequences of changing the split. He stated that the district did offer an early retirement incentive which will be save the district money if the teachers who are at the higher end of the pay scale retire. He noted that if the insurance costs go up, they may choose to stay longer and not retire. He stated that they have about 140 teachers who are on the second side of the scale. Mr. Jim Puleo of 157 Dean Street came forward and stated that health insurance alone is not the sole reason for the crisis that the Town is in. He applauds the Boards efforts but there was a lack of oversight with the previous administration. Mr. Scott Feely of 49 Fruit Street came forward and stated that the suggestion at the end of the dog hearing about having a way to put more "meat" into fines is a good idea. He stated that fees alone will not generate a whole lot of revenue but it is an idea that could make things run smoother. Ms. Mallory Aronstein stated that this discussion has been helpful and none of these are easy pills to swallow. The Town is performing due diligence and going deeper to examine everything. She stated that they are looking at fee structures, the Xfinity Center Agreement and regionalization of services. She stated that there are opportunities to set the stage and get everyone on the same page and explain what is going to be done to craft the FY2028 budget. Ms. Sharon Friedman of 29 Pleasant Street came forward and stated that the Town should consider hiring a part time Economic Development Director. She stated that current employees cannot take on the burden of the work from the reductions in staff that have happened. She then stated that she knows the override is an unpopular opinion, but wants to know if a small override could help and what that would cost each resident. She stated that they can not keep reducing the workforce year after year if they want things to be effective and efficient. Mr. Loukos stated that he believes this is the best possible way to get an override passed in the future. He stated that these cuts will affect everyone. He stated that they will have hard evidence to present the next time the Town goes for an override. Mr. Wilk stated they are trying to fix things so it is not a multi -year override. He stated they have to bend the expense curve which will be done with salaries, healthcare and increasing revenues. Ms. Doherty stated that there is a working economic development group that includes the Town Planner and they are looking at economic development seriously. Ms. Friedman commented that employees are taking on more responsibility which causes more stress and then you get low morale in the departments. She stated that people step up and do wonderful work here in Mansfield, but once morale goes down everything else cascades down too. Mr. Mark Corsillo commented that the override failed 2 to 1 and changing Town Meeting to a weekend day may give an opportunity to parents to come that cannot go on a week night. He stated there could be child care provided in the gym and encouraged the Board to find more ways to increase access to Town Meeting. 7. Discussion and Consideration to Sign the Annual Town Election Warrant Motion: To approve and sign the annual town election warrant. (Loukos/Doherty) Passes 5:0 B. 7:15PM Public Hearing per M.G.L. Chapter 140 Section 157, Acton Dangerous Dog Complaint made by Mansfield Animal Control Officer regarding a dog owned by Richard Medeiros, 8 Pine Needle Lane Motion: To open the public hearing at 7:50PM. (Loukos/Feck) Passes 5:0 Ms. Jennifer Davis, Town Clerk was present and swore in Francesca Maciejko the Animal Control Officer. There was no one else present that wanted to speak for the dog hearing. Mr. Wilk then asked Officer Maciejko to explain what happened. She stated that she wants the dog Vada that resides at 8 Pine Needle Lane to be deemed a dangerous dog. She stated that currently Vada is deemed a nuisance dog, but she has been seen outside her home in the neighbors' yards on more than one occasion which is a violation of the current nuisance dog order and she has bitten another dog. Officer Maciejko suggests that the dog should be restrained with a 3-foot lead and muzzle when off property. The owner needs to provide proof of insurance in the amount of $100,000 and the dog is never to be off leash or unsupervised. Mr. Loukos noted that the last hearing was May 21, 2025. Mr. Chris Brown, Town Counsel was present for any questions that the Board had. Mr. Roche commented that it was unfortunate that this came back to the Board again and agreed with Officer Maciejko and her remedies. Mr. Loukos asked if the dog did the training and Officer Maciejko responded that she was not aware if the dog had but she provided options that were local and affordable to the owner after the last hearing. Mr. Wilk asked if there was anyone from the public wishing to speak and there was none. Motion: To close the public hearing at 7:59PM. (Loukos/Doherty) Passes 5:0 12. General Budget Discussion — Including Budget Subcommittee Update The general budget discussion agenda item is a regular Select Board agenda item that will include discussion on any fiscal year budgets and may include discussions of past fiscal years or future fiscal years. Mr. Wilk began by stating that he needed to apologize because he had stated at a prior meeting that Ms.lenn Walsh, Chair of the School Committee did not respond to an email, however he went back through all his emails and she did send him an email back. Mr. Feck stated that the Budget Subcommittee meeting was enlightening and was set up to essentially yell at the Select Board members about the override. Mr. Feck stated that he was clear through the last year and that he wanted to have long term solutions before he would support an override. He stated they were also accused of wasting Town employees time by preparing multiple budgets and he found this insulting. He stated that the work done was not wasted because the information was needed to make decisions. Mr. Loukos commented that the collaboration between the Boards was killed and maybe there was more communication that could have been made amongst the Boards. He stated maybe they could have had another Tri-Board meeting before the Select Board voted on the override. He thought maybe next year they could have that discussion and vote at a Tri-Board meeting because the collaboration is important. Ms. Doherty commented that she thinks last year the decision was made at a Tri-Board meeting however this year the Tri-Board meeting discussed an override verses a debt exemption and the Board walked away with thinking they needed to look at that further. Ms. Doherty then thanked Mr. Wilk and Mr. Feck for the time they have spent looking at the budget. Mr. Roche stated that the debt exemption was a positive idea and wished they had a longer time to flush that out. He noted that it seems like there will be a better path forward next year. Mr. Wilk stated that it was important to do the budget exercise. He stated that they need sustainable solutions. 13. She noted that two members threw their hands up and said "It is what it is."
