Wednesday, April 5, 2023 Meeting
1. ' At 4:11 p.m., Chairperson Greg Matoian ("Chaiy') opened the Town of Mansfield, MA
Board of Assessors ("BOA') executive session meeting ("Meeting") held in Meeting
Room 2 AB on the second floor of the Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk,
o) Donna Linfield, Administrative Secretary to the BOA,
d) Duane Adams, May Flower Valuation Ltd., and
e) Attorney James Sullivan, Counsel to the BOA.
Kevin McNait, owner of 150 Rumford Ave., Mansfield, MA Unit 214 joined the meeting
at 4:42 pm to discuss his request for abatement and left the meeting at 4:52 p.m.
No others were present at the Meeting. During the Meeting the audio -video equipment
was not operational and no one else was in proximity, to those in attendance to enable
them to hear any of the meeting's discussions.
3. This Executive Session called under G.L. c30A s21 (a)('n was to comply with G.L.c,59
Section 60 and the BOA did the following:
a) Duane Adams presented his findings 6n 3 abatement applications for the
following properties;
i. 150 Rumford Ave. #12. Kevin McNatt reviewed his abatement
application with the BOA. This is a one -room studio unit that is
assessed at a higher value than larger 1 bedroom units in same building.
Physical inspection revealed small, dated unit with only 1 window being
used as storage. Recommended granting an abatement to bring in line
with comparable units. Kevin McNatt only attended the Executive
Session for 150 Rumford Ave. #12 exiting the meeting after such
discussions terminated.
ii. 10 Dean St.: Recommended lowering condition of property from
J "Good" to "Average" based on his physical inspection and granting
abatement
iii. 36 Lancashire Dr. Recommended lowering condition of properly from
"Good" to "Average" based on his physical inspection and granting
abatement.
ON ENTIAL
b) Attorney James Sullivan then updated the BOA on ATB Cases and real estate
abatements received.
4. There being no further business, the Executive Session closed at 5.33 p.m.
