Wednesday, November 15, 2023 Meeting
1. At 6:55 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA
Board of Assessors CB0A") executive session meeting ("Meeting") hold the Assessor's
Conference Room on the second floor of the Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk,
c) Andrew S. Bank, Member and
d) Ann MacCarthy, Chief Assessor (non -voting).
No others were present at the Meeting. During the Meeting the audio -video equipment
was not operational and no one else was in proximity to those in attendance to enable
them to hear any of the meeting's discussions.
3. This Executive Session called under G L. c30A s21 (a)(7) was to comply with G.L.c.59
Section 60 and the BOA did the following:
a) Reviewed six pending real estate exemption abatement requests:
i. Five of the exemption abatement requests were under Article 17 D and it
was ascertained that all of the applicants met the requirements for said
abatements and they were approved at the subsequent open meeting by
unanimous vote.
ii.. The remaining exemption abatement request was under Article 41 brought

maximum allowed for this exemption and it was denied at the open
meeting by unanimous vote.
b) Reviewed the outstanding Appellate Tax Board ("ATB") cases involving he
Town of Mansfield.
c) Reviewed and approved the minutes of the August 9, 2023 BOA Executive
Session by unanimous vote.
4. There being no further business, the Executive Session closed at 7:32 pm.
