Director and at this time it will remain as a vacant position and she will reassess in the fall to determine if the
position is needed. She then stated that she toured the Xfinity Center and they have had lots of upgrades and
there is a new manager of the facility. She commended the Mansfield staff for their knowledge of the facility
and people who visit the concert venue are in good hands. Ms. Aronstein stated that union negotiations have
started and she will be busy with that. She then stated that she went on a tour of the Town and she has
reached out to State Delegation on grant opportunities. She then thanked Mr. Reinke for keeping everything

edge. She also noted that her monthly report will include public outreach. Ms. Aronstein then stated that
budget transfers will be included as part of her Town Managers report as they arise. The ones provided with
her report tonight are the first nine months of the year. She then stated that she is asking department heads
to also complete a monthly report which will be an internal check for her. Lastly, she said her report will also

8. Public Comment (Per the Select Board Operating Procedures: The Chair may give visitors who are not
listed on the agenda an opportunity to speak to the Board during the Public Comments session; however,
the Chair may limit their speaking time at the discretion of the Chair.)
Ms. Lynn DiCorpo of 879 West Street came forward and stated that she wanted to give a round of applause
to the COA and given the amount of people needing Social Services it means that the residents cannot afford
an override. She also noted that she would like to see more resources given to the COA.
Ms. Terry Blanchard of 150 Rumford Avenue came forward and stated her concerns about the North Main
Street project and commented that this is the first time she is hearing of the project. She stated that she is
concerned because it is a one-way street and there is limited public parking and people are parking in private
lots. Mr. Reinke came forward and stated that this project was approved by the Planning Board. Mr. Feck
stated that the project was originally approved many years ago and there was a traffic study completed. Ms.
Blanchard was more concerned and thought it would bring more growth to the Town if had been a four -level
parking garage verses more condos. Mr. Loukos commented that the Town did a parking study and it came
back that the Town had sufficient parking and just needed more signage. Mr. Loukos also did not think the
owners would have wanted to use that large space for a parking structure but Ms. Blanchard thought it
would bring more new growth to the businesses. Mr. Wilk responded that the condo building will bring more
new tax growth than a parking structure. Ms. Sarah Raposa, Director of Planning came into the meeting and
stated that the project did get parking relief frorn the Zoning Board of Appeals and the variances lapsed so
they had to go back to the Zoning Board however Site Plans do not lapse and the Planning Board did not get
to review the project again. Ms. Blanchard reiterated her concerns with people driving the wrong way on a
one-way street and more parking needs to be opened tap.
9. Discussion and Consideration to Change the Annual Distribution Amount for the Non -Profit Gift Fund
(NPGF) Committee for 2026 with Mike Healey, Chair
Mr. Mike Healey, Chair of the NPGF came forward and stated that he was here with Kathleen Fasoli and Kevin
McKnatt from the Committee and they have two vacancies. He stated that last year the Committee made a
recommendation to give their entire distribution amount to the 250"' Celebration Committee who was in
need of funding. He stated that it was their understanding that those funds ended up not being needed. He
stated that there were many non-profit organizations that applied last year and were not given funds. lie
wanted to request the Board consider increasing their distribution amount for this year. Mr. Wilk asked what
amount was given last year and Mr. Healey responded $40,000. Mr. Wilk asked if the funds fall to free cash
and Mr. Monticello, Town Accountant came forward and stated that these funds are in a gift account and the
balance is $139,000 in that account. Mr. Loukos asked Mr. Healey if he was looking for the amount to be
$80,000 and he replied that whatever the Select Board wants.
Motion: To approve the 2026 annual distribution amount of $80,000 for the Non -Profit Gift Fund Committee.
(Loukos/Doherty) Passes 5:0
10. Discussion of the Use of Free Cash with Finance Committee
Ms. Sara Walsh, Chair of the Finance Committee came forward along with members Scott Feely and Jack
Cooney. Ms. Walsh stated that she is aware there is a snow/ice deficit of approximately $600,000 and wanted
to discuss a couple of options on how that could be funded. Mr. Wilk asked if there was a disaster recovery
filed and Mr. Rinke, DPW Director and Mr. Nick Monticello, Town Accountant came forward. Mr. Reinke
responded that the State asked for the highest amount in a 48-hour period, however there has been no
official response given to that request. Mr. Wilk asked what amount was given and Mr. Reinke responded
approximately $260,000. Ms. Walsh stated that it cannot be assumed that the money will come from the
State. She then asked what the balance was of the Finance Committee Reserve Fund and Mr. Monticello
responded that there was $253,000 in the Finance Committee reserve. Ms. Walsh also identified that there is
a CIP request of $200,000 for the A Elementary School roof study that will have a possible grant to cover half
the project and she did not want to see that project delayed. Mr. Feely (Chair of CIP) noted that the 1J Roof

and a GIS fly over in the amount of $39,000 were the highest priority items of the CIP. Ms. Aronstein
summarized the discussion so that everyone could follow along who is unfamiliar with what they are
discussion. Ms. Aronstein stated that there is a $695,399.64 snow and ice deficit for FY2026 from the crazy
winter and it is the only budget line that the Town is allowed to overspend on. The proposal to address this is
the use $349,600 from certified free cash and use the remaining balance in the Finance Committee Reserve
Fund of $253,934.24 towards the deficit. That would then leave a deficit of $91,865.40 for snow and ice and
there may also be a $100,000 shortfall in the fuel usage line. She hopes that by implementing a spending
freeze there will be enough left in departmental budgets to cover both of those amounts. Ms. Walsh asked if
they could get something in writing and Ms. Aronstein stated she would write a memo summarizing what
was discussed.
11. Discussion and Consideration to Approve Exemption for Sara Walsh, Finance Committee Chair to
participate in Discussions involving the School Department Compensation and Benefits
Mr. Wilk stated that both Ms. Sara Walsh and Mr. Jack Cooney have family members who work for the
schools. Ms. Walsh stated that they were married to them. Mr. Wilk stated that they will need to go to the
State Ethics Commission like Ms. Doherty just did. Ms. Doherty stated that she had spoken with the attorney
of the day there and her situation may be different as she is an elected official and not appointed.

15. Discussion and Consideration to Sign the Warrant for Annual Town Meeting, May 5, 2026
Ms. Aronstein went through the list of Annual Town Meeting articles and provided a brief summary of each
article. Ms. Doherty asked if there was anything that could be done to make Article 24 more legible and Ms.
Aronstein stated they could re -type the text and include that with the image. Ms. Raposa, Director of
Planning came forward and stated that the Planning Board continued the public hearing to April 8 for that
Article and has a map that they have created. She further noted that she can send the word document of the
article. Ms. Doherty stated that with the advice from Town Counsel she needs to abstain from the voting on
the wages and salaries of the School's budget.
Motion: To approve and sign the warrant for Annual Town Meeting with the exception of Article 2 and Article

16. Discussion and Consideration of Dollar Amount of the Override for Town Meeting and the Ballot
Question
Mr. Loukos stated that he was a supporter of the override last year however this year there has not been
enough work done to address the systemic problems and therefore he would not support an override. Mr.
Feck stated that he had similar thoughts like Mr. Loukos and would not be supporting an override. He thinks
they have identified the problems and now they need to figure out how to address them going forward. Mr.
Feck also noted that the Town is in the middle of negotiations and if anything gets reduced during that
Select Board Meeting Minutes
April 1, 2026
process it does not make sense to proceed with an override. Mr. Roche commented that he agrees with the
reasoning that has been said. He noted that he is also doubtful of an override passing but supports putting
the option Out there and let the people decide again. He also wished that the debt exclusion option was
discovered earlier and thought it may have a better chance of passing. Mr. Wilk stated that there were
structural changes that are needed or the Town will be in the same boat next year and the following years.
Ms. Doherty commented that we have made great progress this year by looking at new sources of revenue,
making an economic development team and looking at land that is not being used for its highest value but
what was missing was addressing the urgent needs at public safety. She stated that last year the Chief was
told that he could not apply for the safer grant and they are responding to so many more calls and for that
reason should would not go for an override this year. She stated that more improvements and changes are
needed and rely on the unions to come forward. She stated that next year the override would need to have
the public safety people put back in. Mr. Loukos added that the Town is in open negotiations as well as the
schools with the largest union which is the teachers. He stated that there is potential for the $2,000,000 to be
saved through negotiations. Mr. Feck stated that non -union employees have a wage freeze for this year and
there are town personnel who are going to take a "hit" this year.
Motion: To approve the $2,000,000 as the override amount for Town Meeting and the Ballot Question.

discussion on any fiscal year budgets and may include discussions of past fiscal years or future fiscal years.
There were no additional updates.
22. Select Board Member Committee and Liaison Updates
Ms. Doherty stated that there was an MFN meeting. She noted that there will possibly be two vacancies. She
stated that they meet once a month and the meetings are about fifteen minutes long, so if anyone is
interested it is not a big-time commitment. Ms. Champagne noted that Matthew Teixeira is not seeking
reappointment when his tern expires in June and that vacancy is posted on the website. She then noted that
if Mr. Michael Trowbridge is elected to the Housing Authority he will be resigning which will be a second
vacancy.
23. Public Comments (Per the Select Board Operating Procedures: The Chair may give visitors who are not
listed on the agenda an opportunity to speak to the Board during the Public Comments session; however,
the Chair may limit their speaking time at the discretion of the Chair.)
Ms. Annette Shaw of 70 Mill Street came forward and stated that she would like to make a comment about
the override. She stated that the override was defeated and as a result there was an efficient Town Clerk's
office and they lost one of three people in that office and it produces hardships for that department. She
stated that only having the landfill open on Saturday mornings difficult for residents. The third thing she
wanted to mention is a project on the capital improvements list was a roof for the Fisher Richardson house
and it is the Towns responsibility to maintain that historical building. The roof is leaking and it cannot be
repaired. She stated that the project has been removed from CIP. She stated that the Town cannot cut
funding for services and the schools because those are what makes Mansfield a great place to live. Ms.
Aronstein commented that the Fisher Richardson roof is on the CIP list and is on her radar and she is looking
at grant opportunities. Ms. Doherty stated that last year there was a fire next to the Fisher Richardson House
and she is not sure if the Town put in an insurance claim for the damages to the roof. Mr. Loukos commented
that the Mansfield Green's reduced hours was the most communicated item since he has been on the Board
and he understands that it is difficult with it being open only on Sundays, but he stated that it is being added
back into the budget for next year.
Ms. Terry Blanchard of 150 Rumford Avenue asked when the hours would be for Mansfield Green and when
that would start. Mr. Loukos responded it would be after July 111 and he is unsure of which days. Ms.
Blanchard also wondered if it would save money by having it open more and it would save DPW time from
collecting trash. Mr. Feck responded that trash is contracted to Waste Management.

to Senator Auchincloss, Markey and Warren. She stated that there should be money coming forth and she is
advocating for GATRA and Blue Apple Bus. Mr. Feck stated that there needs to be more advocacy to the State
delegation to increase aid to the Town. He stated that the State is collecting more and giving the Town less.
Mr. Loukos there is a ballot initiative to reduce State income tax by one percent which would be detrimental
to cities and towns. Ms. Aronstein commented that a reduction in taxes would affect grant opportunities and
make them more difficult to get.
