BOARD OFASSESSORS MINUTES
Wednesday, February 18, 2026, Meeting
1. At 12:08 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors ("BOA") meeting held in the Assessors Meeting Room on the second floor of, lh6
Town of Mansfield Town Hall.
2. A roll call revealed that the following Board Members and guests were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk,
c) Vijay Popat, Member and
d) Ann MacCarthy, Chief Assessor (non -voting)
3. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous vote.
4. The BOA reviewed and approved the January 21, 2026, BOA meeting minutes by majority vote.
5. For Old Business, the BOA reviewed and approved the amended December 16, 2025 meeting
minutes by majority vote.
6. For New Business, the BOA reviewed the Chair welcomed the newest Assessor, Vijay Popat to
the BOA.
7. The Chair ascertained that there was no New Business.
8. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior to this
meeting.
9. At 12:17 pm, the Clerk moved the BOA go into the Executive Session called under G.L.c. 30A
s21 (a) (7) to comply with G.L.c. 59 Section 60, to:
a) Review and discuss real estate abatement applications received,
b) Review and discuss applications for statutory exemptions, and
c) Any items not anticipated by the Chair 48 hours prior to this meeting.
10. At 1:30 pan. the Chair closed the Executive Session by a unanimous BOA roll call vote to do so
and the BOA resumed the open meeting.
11. The BOA reviewed during Executive Session and approved by unanimous vote in the open
meeting:
a) The application for statutory exemptions under Section 22E for Stephen Watts of 19
Frederic Lane,
b) The abatement application by Hilliard's Chocolates for their personal property at 333
School Street,
c) The abatement application from Robert A and Della Green for 254 Elm Terrace, and
d) The abatement application from Denise M and Walter A Hovey for 1263 East Street.
12. The BOA agreed that our next BOA meeting will be held on Wednesday, March 11, 2026, at
12:00 pm.
13. The Chair moved that the BOA adjourn the meeting, the motion passed by unanimous vote, and
the meeting adjourned at 1:39 pm.
