Wednesday, October 22, 2025, Meeting
1. At 7:05 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors (`BOA") meeting held in the Assessors Meeting Room on the second floor of the
Town of Mansfield Town Hall.
2. A roll call revealed that the following Board Members were in attendance:
a) Greg Matoian, Chair,
b) Andrew Bank, Member,
c) Dana J. St. James, Clerk, and
d) Ann MacCarthy, Chief Assessor (non -voting).
3. The BOA reviewed and approved the Commonwealth of Mass, County of Bristol county tax by
unanimous vote.
4. The BOA reviewed and approved the weekly motor vehicle abatements by majority vote. The
Chair abstained from voting as he applied for an abatement under review.
5. The BOA reviewed and approved the September 17, 2025, BOA meeting minutes by unanimous
vote.
6. The BOA reviewed and approved the Commitment 5 motor vehicle tax by unanimous vote.
7. The Chair ascertained that there was no Old Business.
8. The Chair ascertained that there was no New Business.
9. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior to this
meeting.
10. At 7:40 pm, Andrew Bank moved the BOA go into the Executive Session called under G.L.c.
30A s21 (a) (7) to comply with G.L.c. 59 Section 60, to:
a) Discuss ATB Cases,
b) Review for approval the Sept 17, 2025, Executive Session Minutes.
c) Discuss email received from MAAO RE: update on solar.
d) Review the real estate exemption spreadsheet for approval and
e) Discuss any items not anticipated by the Chair 48 hours prior to this meeting.
The motion passed by a unanimous roll call vote, and the Executive Session commenced at 7:40
p.m.
11. At 8:20 p.m. the Chair closed the Executive Session by a unanimous BOA roll call vote to do so
and the BOA resumed the open meeting.
12. The BOA reviewed during Executive Session and approved by unanimous vote in the open
1 meeting those on the Exemption Spreadsheet for FY 2026 who applied for and qualified for the
following statutory exemptions: Sections 17D (3 exemptions), 22 (5 exemptions), 22D (1
exemption), 22E (I exemption), 37A (1 exemption), & 41C (2 exemptions).
13. The BOA agreed that our next BOA meeting will be held on Wednesday, November 19, 2025, at
7 pm.
14. The Chair moved that the BOA adjourn the meeting, the motion passed by unanimous vote, and
the meeting adjourned at 8:25 p.m.
