Meeting Notes for October 8.2025
Attendees: Lou Amoruso, John Colbert, Ellen Spilewski, James Taylor, Sarah Repose (Director of
Planning and Development)
Absent: Nicholas Riccio
The meeting was called to order at 6:00 PM.
Rolling Fields/23 McKenzi Lane (lot 16A1 Planning Board Action
Sarah Repose, Director of Planning and Development, presented a memo concerning planning board
action on Rolling Fields Lot 16A. A special permit modification with conditions by the planning board
was approved that included a $60,000 contribution designated for affordable housing. Sarah requested
that the committee earmark these funds towards the development of the 2028 Housing Production Plan
which would include community engagement, data/needs assessment, fair housing review,
Implementation framework, and related consulting and outreach costs.
A motion was made by James Taylor to designate the $50,000 to the development of the 2028 Housing
Production Plan. John Colbert seconded, and the motion was then approved unanimously.
Disqu§sion of Erick Road and Bonney Lane Property
A buildable lot on the corner of Erick Road and Bonney Lane was transferred to the Building Commission
to add an affordable housing unit(s). The committee will discuss at the next meeting the next steps to
proceed with this project, including hiring a land surveyor to identify easements and what type of building
could be built on the site.
Sarah Repose provided a guidance document to assist the committee on how to move forward with a
"Friendly 40B" development of the Erick and Bonney Lane property (attached). The 40B process and the
path to design development was detailed. It was recommended to investigate if Massachusetts Housing
Partnership (MHP) technical assistance programs could be used to develop plans and specifications to
move this project forward, John Colbert agreed to contact MHP for more information.

Massachusetts to provide an annual report by November 2025, In addition, reports from 2020 to 2024
were requested to be submitted, The website to check these reports is

reports in the upcoming months, Payment is required for these reports.
Meeting notes from August 11, 2025, were voted for approval (James Taylor made motion to approve,
Ellen Spilewski seconded) and notes were approved unanimously.
The meeting closed at 7.00 PM.
