September 17, 2024
Meeting Held in Person in Planning Department Conference Room
Present: Michael Feck, Joe Cerretani
Sarah Raposa, Director of Planning & Development
Motion to approve: Mr. Feck; Seconded by: Mr. Cerretani. The Vote: 2-0
Draft Zoning Bylaws & Map Review
• The group reviewed proposed amendments to the zoning bylaw and map, focusing on the
R2 District.
• Current compliance in R2: only 7.55% of lots are fully conforming.
• Under the proposed change to R3 standards, compliance would increase to 52.6% of lots,
significantly reducing the number of nonconforming parcels.
R1 & R2 District Frontage and Lot Width
Discussion on reducing RI frontage requirements (200' --> 150') and aligning lot width
with frontage 100' back from the fiont lot line.
Members noted that most existing Rl lots are already developed at 120' frontage and
30,000 sq. ft., suggesting the change would reflect existing neighborhood patterns and
improve flexibility for property owners.
Comparative zoning from surrounding towns was reviewed, showing Mansfield's RI
district is more restrictive, which contributes to higher land and home prices.
Housing Affordability & Land Use Considerations
Dimensional Standards Compliance Analysis Working Group 10/30/24 Page 1 of 2
Discussion emphasized that changes to frontage/lot width do not alter density (lot area
remains unchanged) but would allow for more flexibility and potential affordability
gains.
Reducing frontage may encourage more residential development rather than conversions
to exempt uses (e.g., schools, churches, solar).
Members noted this could promote smaller, more affordable homes, and encourage
cluster/open space residential proposals that require deeded open space.
Sewer Waivers for Senior Housing Facilities
The group reviewed draft bylaw provisions related to sewer waivers for Assisted Care
Retirement Facilities and Residential Facilities for residents 55 and older.
Discussion focused on balancing infrastructure capacity with the need for senior housing
options.
Preparation of Outreach Materials
The group discussed preparing a presentation summarizing the dimensional compliance
data, rationale for frontage/lot width changes, and potential housing benefits.
Materials will be refined for Planning Board consideration and possible firtiue Town
Meeting warrant articles.
Staff will prepare revised bylaw language and visual aids (maps, tables) for review.
The meeting adjourned at 6:10 pm.
