Joe Cerretani called the meeting to order to discuss and finalize parcel selection for the zoning
strategy to achieve MBTA Communities (3A) compliance.
Parcel Selection and Capacity Analysis
Parcels Considered:
o Twin Oaks — 149 Oakland Street: 10 acres, 139 existing apartments, 39 planned
tiny homes (capacity: 157 units).
o Depot I —15 acres, 150 existing apartments, 1 community center (capacity: 218
units).
o Depot II — 9 acres, 95 existing apartments, 1 daycare (capacity: 137 units).
Decision:
o Include Depot I and Depot 11 in zoning expansion.
o Combined capacity: 355 units, exceeding the required shortfall of 255 units by
approximately 100 units.
o Twin Oaks excluded to simplify messaging and avoid complications related to the
planned tiny home development and uncertain affordability components.
Zoning and Development Parameters
• Apply Sub -district C zoning parameters: 3 stories, 15 units/acre.
• Setbacks to match the existing MBTA Communities dimensional table.
• No excluded land, wetlands, floodplains, or publicly owned land identified on selected
parcels.
• Slight reduction in buildable acreage (estimated 1-1.5 acres) due to setback requirements.

Depot II: Regulatory agreement in perpetuity.
Twin Oaks: Affordability status uncertain; tiny home proposal includes affordable units.

technical compliance issue.

anticipated.
Maintain direct outreach to property owners to preserve goodwill and avoid public
controversy.
