Planning Board
Meeting Held in Person in Plnrtnhig Office Conference Room
Present: Mark Corsillo, Joseph Cerretani
Beth Ashnnnan-Collins, Mike Feck (arrived at approx. 7 pm)
Sarah Raposa, Director of Planning & Development
Absent: Ryan Maxwell
The meeting was called to order, and Joe Cerretani agreed to chair the working group.
Main Issue:
Mansfield's MBTA Communities zoning compliance is in jeopardy due to a GIS data error.
Several town -owned parcels were incorrectly labeled in the state's compliance model, resulting
in a shortfall in required unit capacity even though the zoning otherwise complied.
What Happened:
• In 2023, Mansfield passed Phase 1 of its TOD (Transit -Oriented Development) overlay.
• Some town -owned parcels were mislabeled in local GIS data, which then propagated to
MassGIS and the state's compliance model.
• These parcels were excluded from the unit capacity calculation, causing Mansfield to fall
—255 units short of the required compliance threshold.
• The state and town consultants didn't catch the labeling error during pre -review. The
town only learned of it in the Spring of 2025 via an inquiry of why the review was taking
so long.
Response and Resolution Strategy:
North Main Street Overlay District Expansion Consideration: The group discussed
potentially incorporating parcels near 300 North Main Street and 250 Rumford Avenue
into the MBTA Communities zoning overlay. These properties are already developed
under special permits, including recent mixed -use and residential projects by a single
developer. While the area could help with compliance, concerns were raised about the
number of distinct parcels, potential community opposition, and the preference to
prioritize simpler, already -dense areas like Twin Oaks for this round.

I-3 Area Not Included in Final Strategy: The group briefly revisited the I-3 industrial area
that the Planning Board had previously considered during initial MBTA Communities
zoning discussions in 2022. While it had been flagged as a potential option for additional
capacity, it was ultimately excluded from the proposed overlay because the acreage was
no longer needed and the area presented more complex land use compatibility concerns.
The working group identified existing developed parcels that could be added to the
MBTA zoning district to make up the shortfall, including:
o Twin Oaks development and the Depot 40B project, both already encumbered by
a Special Permit (Twin Oaks) or a Comprehensive Permit (Depot) developed,
though Twin Oaks recently came to the Planning Board to discuss their tiny
homes concept on the southern portion of the property.
o These parcels would yield 375 units, restoring the required buffer.
o The plan is to leave the problematic parcels in and simply add new,
uncontroversial parcels to reach compliance, keeping it simple.
o This approach is referred to as "performative compliance," ensuring zoning on
paper meets requirements without triggering public backlash or actual major
change.
Communication and Outreach Strategy:
• Discussed how to message the revision at Town Meeting:
o Emphasize this is a minor revision to fix a mismatch between the town's and the
state's calculations.
o Avoid framing it as a mistake; instead, characterize it as optimizing or updating
based on new data.
o Possibly present it as "already developed land" or "substantially developed" with
no physical changes expected.
• Impotance of pre -coordinating with property owners (Twin Oaks and Depot) to maintain
goodwill.
• Agreement to keep messaging tight and non -technical to reduce controversy, especially
given the presence of a planned override on the warrant.
• Confirm with the state that the new parcels will count toward compliance before bringing
a zoning article to Town Meeting.
• Targeting a Fall 2025 Town Meeting if possible, but want to wait until the state issues the
formal noncompliance letter (which triggers the 12-month deadline).
• Will meet again next Wednesday, August 13, 2025 at 8:30 AM to review updated parcel
data and revised unit counts.
• Preparing visuals and draft warrant language for the new zoning overlay area.
