Discussion and vote on Town CIP items to be brought forward for Town Meeting Vote on April 301h, Annual Town Meeting Mr. Violette opened the meeting by presenting the list of capital projects for the committee to review. Mr. Violette stated that the first item, technology equipment upgrades and textbooks for the Schools, may be one of the items in which may be removed from the budget later on. Ms. Friedman stated that she was concerned that textbooks were being moved out of an operating budget and into CIP and in her experience in school systems, they were never considered a capital project but as part of the operating budget for the school. She continued that she wants to make sure that the textbooks chosen are providing a variety of genres so that students are getting a good education around different kinds of poetry and literature. Mr. Feely stated that he feels the aforementioned concerns over the content of the textbook is out of the purview of this committee. Ms. Murphy added that over the last few years that in terms of developing rubrics in addition to the selection of textbooks, there has been a substantial push to make sure that they provide students with a variety of information and that they are highly qualified instructional materials. She stated that she is comfortable assuring that the textbooks are going to be beneficial and good for the students. Mr. Feely stated that he has been an advocate against putting textbooks into CIP, but given the increase of textbooks being swapped for chrome books, which distorts the budget, it is necessary. He added that they usually end up in capital at the end of the day anyway because that is where the resources are to support the cost. Chairman Mr. Feely recognized Mr. Shawn Precourt, Water Operations Manager to review three items on Mr. Violette's list that would be funded by the Water Enterprise Fund. The first item is water meter and radio reader replacements. Mr. Precourt stated that it is the department's goal to replace 600 meters a year. Mr. Feely asked if the program was on target. Mr. Precourt stated that Covid had slowed everything down and it will be 2031 before there will be a break in the need to replace water meters each year. The second item that Mr. Precourt reviewed was the Jordan Jackson School water main replacement. He stated that the water main has broken down a few times and they would like to get ahead of the issue and replace the main. He continued that the Water Department would need to work with the schools as they will need to shut the water off to the building to replace it, and therefore this may need to wait until the school year ends or it may be okay to do it on a week off for students. Ms. Webster asked if this would be done after the school year ends because of the extended, school programs that are held in the building. Ms. Murphy stated that Mr. Precourt and Mr. Donoghue could work together to find a mutually agreeable time to replace the main. Mr. Precourt stated that the last item to be reviewed is the Spring Street water main replacement. Mr. Precourt explained that there is currently a six-inch cast-iron water main beneath Spring Street which is 98 years old and is one of the oldest in Town, and it would need to be replaced with an eight -inch cast iron main.
