3. Discussion on which CIP items will be brought forward for Town Meeting Vote at January 9th, Special
Town Meeting
Mr. Violette began the discussion stating that the budget has developed further since the Committee met in
October. He stated that the CIP committee approved all the projects that were brought forward but they
have been making the difficult decisions on which items can actually be funded for Fiscal Year 2025. He
stated that most of the projects will be funded with Free Cash, but he thinks it is important to hold on to
some free cash and one of the reasons to scale back is because of the optics. if the Town is going to be asked
for an override it does not seem appropriate to bring millions of dollars of CIP items forward. He stated that
he has spent time with departments that had CIP requests and worked with them to see what items could be
forgone. Mr. Violette then went through the list of items and explained which items were being considered
and ones that will be delayed.
DPW Pump Replacement — Mr. Violette stated that this item is for two pumps under Route 106. He stated
that one pump has failed and it is necessary to have two working pumps so that the area does not get
flooded. This is a huge priority and is going to brought forward.
Public Buildings Town wide upgrades to energy management — This item is for wiring at the public safety
facility and it can be delayed.
COA Early Release Work at 50 West Street — Mr. Violette stated that the State just approved legislation that
has given the Town $2 million in grants and he is going to see if the funds can be used to tear down of the
existing structure and therefore this CIP request would not be needed.
Public Safety Radio Upgrades — Mr. Violette stated that this project will be moved forward and the Xfinity
Center is picking up the bulk of the expense of the project.
Roof Replacement of the Fisher Richardson House — Mr. Violette stated that he spoke with Mike Ahern and
feels that it is reasonable to hold off and there should be no significant damage to the building.
Police Vehicles M8 and M9 — Mr. Violette stated that the Police Chief and Deputy Chief had a total of four
vehicles for replacement but agreed that Cruiser M8 and M9 were the most important to replace and the
Town can hold off on the other two vehicles. Mr. Feely asked what was the rationale for picking those two
over the other two and Mr. Violette responded that it was the age of the vehicles.
Fire Department Vehicles - Mr. Violette stated that they will be moving forward with the replacement of the
Deputy Chief vehicle and ambulance. He noted that there is $370,000 saved for the ambulance so only
$130,000 is needed towards the ambulance.
Parks and Recreation Tennis Courts — Mr. Violette stated that he has spoken with the Director and they may
use their revolving fund to get the project off the ground. This item will be re -discussed in the spring.
DPW Water— Mr. Violette stated that they will be moving forward with both projects related to PFAS
remediation which will be funded through the Water Enterprise Account not the General Fund.
Schools Special Education Bus Replacement — Mr. Violette stated that they are moving forward with this
request for $125,000.
Schools Lighting Upgrades — Mr. Violette stated that this project is moving forward.
Schools Jordan Jackson Chiller Replacement — Mr. Violette stated that this will not be funded with Free Cash
but funded by debt. Mr. Donoghue stated that they have increased the estimate to $1.2 million and bids are
due on January 7tn
Schools Rooftop HVAC Unit Replacement — Mr. Violette stated that this project funding was decreased from
$250,000 to $100,000.
Schools CIMS Generator Replacement— Mr. Violette stated that this project was staying the same.
Schools District Wide Paving and Concrete Replacement — Mr. Violette stated that this project funding was
decreased from $300,000 to $250,000.
Mr. Violette stated that if all of these projects move forward there should be about $1.4 million of Free Cash
left. Mr. Feely asked the Committee if they had any questions or comments. Mr. Saquet commented that this
plan sounds good and the Committee should move forward with the school projects based on the compelling
discussion on those items at the last CIP meeting. Mr. Trowbridge commented that he feels more
comfortable that the project list has been reduced given the budget discussions. Mr. Feely stated that the
plan reviewed in October was a scaled back plan compared to the original plan. He stated that there are risks
to pushing projects back, but these are the tough choices that have to be made.
Motion: To recommend this plan as presented. (Trowbridge/Walsh)
