Mansfield School Committee Meeting
Minutes for Tuesday, July 29, 2025
In Person & Virtual Meeting using GoToWebinar
New Business:
Announcement of School Committee approval of the Food Services MOU:
The new contract for 2025-2028 has been approved by all parties and will go to our attorneys for finalization.
Highlights are:
• Increases per hour each year are $2.00 / $1.50 / $1.50
• Two vacation days added (Labor Day and Juneteenth)
• $250 clothing allowance
• Increase of $125 in longevity
School Committee Business:
Upcoming meeting dates and potential agenda items were discussed.
MASC Workshop with Field Director Sean Costello:
Presentation 1: School Committee Highlights
• School Committee members should not act on any family complaints UNLESS it is an issue related directly
to the superintendent. Response should be "Have you spoken to the school principal?" "Have you spoker
to the superintendent?"
• Each member is one person of a committee. Must act as a group. Members must uphold a committee
vote even if the member voted against it.
• What is policy: Budget, all motions, handbooks, contracts, decisions made by committee
• Example of the difference between Policy (all staff must be trained in safety) and Procedure (How, by
whom, when, how often...)
• School Committee has purview over policy but not procedure. However, it is ok to ask questions about a
procedure as long as the committee is not putting pressure on the district.
• School level issues are not in the purview of the school committee
• Encourage members to ask questions of packets ahead of a meeting. Can reach out to Superintendent
• Hiring: Only the Superintendent and legal counsel
• Advise and Consent: Assistant Superintendents, School Business Manager, Director of Special Education,
School Nurse, School Physician. Can advise during the hiring process and consent to the superintendent's
decision.
• Establish compensation including the structure to be used. Good practice to setup salary ranges.
• Committee should set goals for members and do a self -evaluation on meeting those goals.
• Protocols (BA-R) should be reviewed annually after election. Good practice to have members sign off and
have regular check -ins to see how it is going.
• Conduct expectations of committee members: It is allowable to set these up.
• School Committee Goals: Can do as a group; can setup a subcommittee or as an individual volunteer.
• Mansfield has now a unique opportunity to align all levels of the pyramid. This will take at least a year.
• 5 Year Strategic Plan is advisable (good example is Marshfield)
Notes:
• Tracy Novak of MASC is a budget guru and offers a workshop entitled "70 on 70" Perhaps we should invite
her in.
• Suggested Mansfield district goals and school committee goals for 25-26: Listening and learning
• Suggested District Goal #2: Develop strategic plans to meet the needs as identified above
• School Committee would like an update on the progress of last year's School Improvement Plans
Presentation 2: Superintendent Goals and Evaluation:
• Three required goals: Professional Practice, Student Learning, District Improvement. Can have more.

Mansfield School Committee Meeting
Minutes for Tuesday, July 29,2025
In Person & Virtual Meeting using GoToWebinar
• Each Goal has standards and multiple indicators (23 to pick from). Use 2 — 3 per standard
• Some districts create a subcommittee to build these goals; must get full school committee approval
• MASC recommendation: do not weigh the standards; it becomes very complicated.
• Superintendent gathers evidence. The committee should make clear early on what evidence is expected.
The committee can also identify evidence points throughout the year and track them for use.
• Worksheet on the MASC website offers a template for establishing goals
• Formative midyear assessment: The committee may re -assess goals and can take a new vote.
• Final summative assessment and each school committee assessments are PUBLIC DOCUMENTS. The final
summative assessment must be sent to DESE
• Final assessment is voted upon.
• Committee must decide well ahead of evaluation who will participate and vote. For example, if a new
member has just been voted in, can they provide input/vote? If a member is exiting but has been part of
the committee most of the year, can they provide input/vote? It is all up to each individual board.
Notes:
• Superintendent McKeon asked if she could provide evidence of areas she oversaw or supported. For
example, when a principal creates a Program of Studies under her guidance. Definitely yes.
• Suggested Professional practice goal for this year: Complete year one of the New Superintendent
Induction Program.
