Discussion regarding Town Manager search -criteria for role and use of outside search firm Mr. Wilk began the discussion by recognizing Ms. Doherty who said that in the last week that the Board has decided to start to draft a request for quotes to hire an outside firm to help with the Town Manager search, and follow MGL Ch 30B.1, because it would give a better set of professionals to seek potential applicants rather than individually seeking candidates. The firm would help set up the criteria such as the community profiles, receiving all applications and resumes, and conduct a full reference and background check on finalists prior to interviews in addition to other benefits that would help the Board through the process. Mr. Wilk recognized Ms. Jocelyn lemaire who said a neutral third party to guide the Town in this process would be very helpful because it would be difficult for a current employee to direct an interview committee and it would be better for a professional third party, who do this all the time, for this sort of hiring. She said she recommends this option for the Board's consideration. Mr. loukos asked if there were any way to ensure that applicants are not utilizing the consultants for other potential employment opportunities at a different level. Mr. Wilk stated that in the private sector, this is not common but the Board can include that as part of the criteria for the firm. Motion: To approve Request for Quotes for the Town Manager Search as written and to direct the Director of Human Resources to issue this RFQ in accordance with Town procurement practices and Mass General Laws Chapter 30B. (loukos/ Roche) Passes 5:0 3. Appoint acting Town Manager Mr. Wilk stated that he approached Mr. Josh Reinke and asked him if he would like to take the role as Acting Town Manager and he accepted to take over the role after Mr. Dumas leaves on August 291h. Mr. Roche and Ms. Doherty stated that he would be a good choice. Mr. Loukos asked if Mr. Reinke is aware of the ideal timeline in which the new Town Manager would start on March 151. Mr. Wilk stated yes and that he is aware that he has support in place for the time in which he would be responsible for this role in addition to his current responsibilities. Motion: To appoint Josh Reinke as Acting Town Manager pursuant to section 4-3 of the Town Charter, and that Mr. Reinke receive a weekly stipend of $1,090.00 while he serves as Acting Town Manager. (loukos/Doherty) Passes: 5:0 4. Update on Assistant Town Manager search Mr. Wilk stated that he asked the Assistant Town Manager search be pushed as he felt that it may be better to wait because it would not make sense for the Assistant Town Manager position to be hired prior to the Town Manager in case there is a clash of personalities or other issues that may arise. The Board decided to table this item for the time being. 5. Any items not anticipated by the Chair 48 hours prior to this meeting There were none 6.
