Proposed amendments include, but are not limited to, policies, procedures, application submittal requirements and regulations, technical specifications for certain application types, and regulatory references. Ms. Raposa noted that although Mr. Valenzola was absent, he had forwarded a few minor clarification changes, none of which were substantive. She added that Mr. Valenzola indicated he was otherwise satisfied with the document. She then asked the Board if they wished to review any specific sections or propose additional changes. The Board was satisfied with the document. Ms. Raposa expressed her enthusiasm about beginning to use the new application to help streamline the process. She noted that it would also serve as a useful working document for both current and firture Board members. Any future changes to the document would require a public hearing. Ms. Raposa reiterated that the previous discussions regarding site plan submission requirements had been refined. Specifically, if an application is submitted with case law citations, the full text of those decisions must be included with the application. She confirmed that application fees will remain the same. A comprehensive fee assessment will be conducted by the Town in 2026. Following that assessment, the Select Board will set the fees, with the ZBA providing its recommendations. Mr. List inquired about the requirements for supernajority voting. Ms. Raposa explained that appeals, special permits, and variances require a supermajority vote, which is defined as four out of five Board members. Mr. List observed that some provisions of the zoning bylaw are vague, particularly regarding appeals. Ms. Raposa stated that she would conduct further research for clarification. Motion by Mr. List and seconded by Mr. Correira to approve the Rules and Regulations as discussed, allowing for scriveners' errors and Mr. Valenzuela's edits.
