Board of Assessors

1. At 7:05 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors ("BOA") meeting held in the Assessors Meeting Room on the second floor of the
Town of Mansfield Town Hall.
2. A roll call revealed that the following Board Members were in attendance:
a) Greg Matoian, Chair,
b) Andrew Bank, Member,
c) Dana J. St. James, Clerk, and
d) Ann MacCarthy, Chief Assessor (non -voting).
3. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous vote.
4. The BOA reviewed and approved the July 16, 2025, BOA meeting minutes by unanimous vote.
5. The BOA reviewed and approved the Motor Vehicle Commitment 4 for 2025 by unanimous vote.
6. The Chair concluded that the only Old Business item would be discussed in Executive Session.
7. The Chair ascertained that there was no New Business.
8. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior to this
meeting.
9. Andrew Bank moved the BOA go into the Executive Session called corder G.L.c. 30A s21 (a) (7)
to comply with G.L.c. 59 Section 60, to:
a) Discuss ATB cases;
b) Discuss Abatement/Exemption Denial Notice for FY 2026;
c) Review and approve the July 16, 2025 Executive Session Minutes
d) Review the 2"d Exemption Spreadsheet for FY 2026;
e) Discuss any items not anticipated by the Chair 48 hours prior to this meeting; and
f) Discuss the aforementioned Old Business Business
The motion passed by a unanimous roll call vote, and the Executive Session commenced at 7:22
p.m.
10. At 8:00 p.m. the Chair closed the Executive Session by a unanimous BOA roll call vote to do so
and the BOA resumed the open meeting.
11. The BOA reviewed during Executive Session and approved by unanimous vote in the open
meeting those on the 2,d Exemption Spreadsheet for FY 2026 who applied for and qualified for
the following statutory exemptions: Sections 17D (8 exemptions), 22 (2 exemptions), 22D (2
exemptions), 22E (6 exemptions), 37A (1 exemptions), & 41C (8 exemptions).
12. The BOA agreed that our next BOA meeting will be held on Wednesday, September 17, 2025, at
7 pm.
13. The Chair moved that the BOA adjourn the meeting, the motion passed by unanimous vote, and
the meeting adjourned at 8:10 p.m.
