Ms. Souza shared her local health experiences as an intern at the Mansfield Health
Department, and gave a presentation on her main project, which focused on Maternal, child,
and family health.
Sarah McColgan and Kathleen Dufour who are contracted from the MHOA joined the meeting to
speak to the Board about recent tobacco inspections conducted within the town on Mansfield.
Ms. Dufour came to Mansfield and Inspected 14 retailers on July 22, 2025, resulting in 8
violations. Below are the establishments who were issued violations, and were present at the
meeting to discuss potential fines and suspensions.
Town Food Mart, West Mansfield Variety, Gulf Express, Cumberland Farms, Dub's Liquors,
Town News, Honey Farms, The Store, Citgo/Four Corners Convenience, and
Shaw's.
Determined by the Board of Health, a one -day permit suspension had been issued on Tuesday
September 9, 2025 due to the tobacco violations observed at the inspection conducted on July
22, 2025.
Ms. Donovan -Palmer asked the Board if they would allow Mr. Jonathan Peckham from Boston
John Tattoo to ask to speak on his behalf to ask the Board for a piercing variance.
Mr. Peckham took to the podium and gave the Board his background on tattooing and body
piercing, and all the safety measures he takes in performing the piercing.
Mr. Peckham took a skin class with Dr. Ruth back in 2008, through the Quincy Health
Department which consisted of a 10-hour skin course. Unfortunately, Mr. Peckham does not
have a certificate for the required course work / training on human anatomy (body piercing only)
through the town of Mansfield.
Ms. Donovan -Palmer stated it would be great if the state were to enforce regulations at that
level, so it isn't town to town specific. The state is working on specific trainings to be able to
further educate people, we just haven't been able to get there yet.
Mr. Peckham did confirm to the Board, he will be the only one doing piercings at Boston John
Tattoo. Once he is ready to perform, Ms. Donovan -Palmer will perform another inspection.
Mr. Wilson made a motion to waive the required course work / training on human
anatomy for Mr. John Peckham from Boston John Tattoo for the purposes of Body
Piercing, seconded by Chris West. Passed unanimously 4-0.
Ms. Donovan -Palmer shared to the Board that at the last meeting was to restrict the nicotine
pouches to 6 milligrams per pouch, and if a tobacco permit is revoked or if they voluntarily give
up the permit, then that permit will no longer exist. The regulations will allow a business that is
selling their establishment to transfer the permit over to the new business owner. Ms. Donovan -
Palmer suggested also setting a date as to when the new regulations will go into effect.
Ms. West made a motion to adopt the draft regulations as written to be effective on
January 1, 2026, seconded by Mr. Wilson. Passed unanimously 4-0.
Hometown Bakery is asking the Board for a variance to pump their external trap once a year.
Although they have not been keeping up with the regulations to pump the external trap
quarterly, it is showing that with the once a year pumping the fat, oil and grease levels are low.
Ms. Donovan -Palmer pointed out that the new food establishment Lawdessa Cafe, which
opened next to Hometown Bakery has attached to the same external grease trap. Lawdessa
Cafe does not make any food onsite, so there is not a lot of fat, oil and grease coming from
Lawdessa Cafe.
Mr. Wilson asked if the last pump showed if Lawdessa was tied in at the time of the pumping
record submitted, and it was. Mr. Wilson suggested seeing another pump before the Board
makes a final decision. Ms. Donovan -Palmer stated she will ask Hometown Bakery to pump it
again 3 months from the last time they pumped it, and send us the report and we can re -check
the variance.
The Board had no questions or comments for the reports.
None.
