Conservation Commission Meeting Minutes.7.29jl& J
' !:; E TTS
Present: Mr. Michael Healey, Chair, Mr. Ryan O'Hara, Mr. Jonathan Hedlund, Mr. Robert
MacDonald, Mr. Aaron Roth, Ms. Laura Konick and Ms. Katelyn Gonyer, Conservation and
Environmental Planner
Guests: Mr. Bill Buckley, Bay Colony Group, Inc.
Minutes: Ms. Sharon Varricchione
1. Call the Meeting to Order: Mr. Michael Healey opened the meeting at 6:09pm.
2. Notice of Intent (NOI), SE 211-1022 Benjamin Cavallo, 885 Maple St, Mansfield, MA (Map 40
Parcel 172), for the construction of a single-family dwelling with associated grading and utilities
within the 100-foot buffer zone of a Bordering Vegetated Wetland.
Ms. Gonyer explained that this was their third hearing for this tight lot and the revised plans
reflected all these changes: a major reduction in impervious surface, flipping the house,
driveway was moved to the western side, landscape areas along Maple St. and the Chain link
fence on along wester portion of the driveway and the chicken coop was removed, the driveway
was shifted away from the wetlands, a split rail fence was added along the limit of work -limit of
lawn, size reduction of covered patio, outside patios have permeable pavers, and conservation
seed mix was added. Wetlands surround the area so there is a lot of Conservation jurisdiction.
Ms. Gonyer was happy with the 42% overall pervious reduction and noted that everything is at
least 50 feet away from the resource areas. She also noted that the Natural Heritage and
Endangered Species Program (NHESP) will work directly with the applicants regarding the
Priority Habitat as this is outside the Conservation Commissions jurisdiction. Mr. Roth inquired
about adding a Knotweed management plan and she added that she would speak with the
owner regarding how to not spread it. Mr. Healey spoke about how the Commission is only
approving the proposed well shown on the plan under Conservation jurisdiction and confirmed
with the consultant Mr. Buckley from Bay Colony Group that the Board of Health would need to
approve it, along with the Title V septic plan. Mr. Buckley stated the well had to be added as
Town water was not an option as the street cannot be opened for five years to allow hook this
house to hook up to it. Ms. Gonyer stated that she appreciated all the hard work and revisions
made from the Bay Colony Group and also working with the Commission regarding their
suggestions.
