Not Present: Ms. Konick and Mr. MacDonald
Guests: Mr. Cameron Gray, Bay Colony Group, Inc., Mr. Craig Cygawnoski, RIM Engineering Co., Inc., and Mr.
Rich Riccio, Field Engineering Co. Inc
Minutes: Ms. Sharon Varricchione
1. Call the Meeting to Order: Mr. Michael Healey opened the meeting at 6:03pm.
2. Notice of Intent (NOI), SE 211-1022 Benjamin Cavallo, 885 Maple St, Mansfield, MA (Map 40 Parcel
172), for the construction of a single-family dwelling with associated grading and utilities within the 100-
foot buffer zone of a Bordering Vegetated Wetland.
Ms. Gonyer stated that this hearing was continued from the last Conservation meeting held on April
2811, 2025. She had worked with Mr. Gray from Bay Colony Group, Inc., to try and adjust the plans for
this small upland property surrounded by wetlands. At the last meeting the Commission requested that
the house be flipped and that the driveway footprint be reduce. These revised edits were included in the
newly revised plan. Mr. Gray explained that now the driveway is located on the western side creating
more space from the wetland. and the limit of work was reduced on the eastern side. Permeable pavers
would be used for the construction of the patios located on the rear of the house. A split rail fence is
proposed along the eastern limit of work which wraps around the rear property line to prevent
encroachment of the resource areas. They also put dimensions on the chicken coup out back. Ms.
Gonyer also suggested that they do additional plantings along the driveway especially on the isolated
wetlands side. She also wanted to include a Knotweed Management Plan as a condition so it does not
spread
Ms. Gonyer reiterated that this was a large house proposed on a small upland piece of property and
confirmed the 5-bedroom house size did not change. Mr. Gray confirmed that the house was not
reduced in size; however, it adheres to all the local zoning regulations and most work is more than SO -
feet from the wetlands. Mr. Gallagher inquired about the NHESP-Estimated habitat and Mr. Gray
mentioned that they are awaiting their comments from them. Ms. Gonyer stated that they could not
move forward until they hear back from NHESP. The Commission and Ms. Gonyer discussed how any
waste products from the chicken coup needed to stay out of the resource areas. Mr. Healey asked about
the proposed future well and its purpose. Mr. Gray explained that the owners would like to have the
home run entirely on well water. Ms. Gonyer then reiterated that this was a large house on a small lot
with a chicken coup, septic system, and wanted to make sure that none of this activity impacted the four
surrounding wetlands. Ms. Gonyer inquired about the size and location of the leaching fields and Mr.
Gray explained it was sized for 5 bedrooms and he placed it as far away from the wetlands as possible.
Mr. Roth asked the square footage of the house and Mr. Gray answered about 3,500 square feet. Ms.
Gonyer stated that it was such a large house with a large septic system on a small lot so we really need
to think about minimizing things like the impervious surface run off and reducing the size of the
enclosed patio. Mr. Gray stated the family is willing to work with the Commission on reducing the size
but they do need the 5 bedrooms. Mr. Gallagher stated that his house is 5 bedrooms and it's 2,700
square feet so a smaller house could work. Mr. Healey mentioned that on the Cape they have a limit of
allowable nitrates due to the size of the septic system/leaching fields, house and number of bedrooms.

He also added that this house is so close to the resource areas. He asked if they had been in front of the
Board of Health for Title V and Mr. Gray said no. Mr. Gray understood all the nitrogen loading and said
that this complies with the nitrogen standards within Title V. Ms. Gonyer said the enclosed patio looks
like 25 ft by 25 ft and should be reduced due to the additional side patios on either side. She then said
she's recommending that they reduce the size of the open patios and the house. Mr. Gallagher
suggested the same. Mr. Healey recommended to continue the meeting to the July 281h meeting.
Motion: To make a motion continue the meeting to the next meeting on July 281h.
Passes: 5:0 (Gallagher/Roth)
3. Notice of Intent (NOI), SE 211-1024 Michael & Jessica Woodward, 0 Erick Road, Mansfield MA (Map 41
Parcel 100) for the construction of a single-family dwelling and associated utilities within the 100-foot
buffer zone of a Bordering Vegetated Wetland (BVW).
Ms. Gonyer gave a recap of the last hearing, they had questions about how many trees would be cleared
for the new single-family dwelling. She did visit the site with Mr. Healey and they steaked out the limit of
work so they could get a good idea of what would be cleared. She also explained that Mr. Cygawnoski,
from RIM Engineering Co., provided an updated plan earlier that day that relocated the utilities to the
right side of the property, away from the slope towards the wetland along Erick road, which helped
preserve the vegetation on the slope located on the left side of the property. She spoke about having a
split rail fence and plantings in the back along the wetlands side as well as plantings down towards the
left side of the slope closer to Erick Road towards the front of the property as well. Mr. Cygawnoski and
Ms. Gonyer talked about a trench along the back of the house that would be parallel to it: 2 feet wide and
2 feet deep with gutters connected to it. There were no additional questions from the Commission, in the
audience or online. Mr. Gallagher stated that it looked better then the previous version.
Motion: To issue an Order of Conditions to Michael & Jessica Woodward, 0 Erick Road, Mansfield MA
(Map 41 Parcel 100) for the construction of a single-family dwelling and associated utilities within the

4. Notice of Intent (NOI), SE 211-1020 Stanley Feck, 0 Noonan St, Mansfield MA, (Map 19 Parcels 126-138),
for the construction of duplex residential building, grading and utilities within the 100-foot buffer zone
of a Bordering Vegetated Wetland (BVW)
Ms. Gonyer stated this was continued from the last meeting, April 28'h, 2025 and this is a duplex being
suggested off of Noonan, a paper street. The utilities and sewer were moved away from the resource
Conservation Commission Meeting Minutes 6.23.2025 Page 2 of 5
area (originally proposed with the layout of Synder Street) in the back and bought together within the
layout of Noonan St per the request of the Commission. This would also avoid having to clear a
substantial amount of trees on the other side. A split rail fence with plantings around the property was
suggested as well. She stated that only 8-10 trees would need to be removed for this project and she
would like to see replacement saplings to be planted. Mr. Cygawnoski offered that the driveway was 16
feet. He Also said that Mr. Feck owned the abutting property and that during construction it could be
used to store material and soil outside of the 100-foot buffer zone. He offered that on either side of the
driveway that there would be 4-foot trenches for drainage and the driveway will be paved. The intention
is not to have any grading, filling or dredging but if the other Boards and the Town Engineer request it,
that could change. Mr. Cygawnoski then suggested that between the end of the driveway and the
Mason property roughly 40-50 feet that could be stone Swale or rock to stop erosion. He then suggested
a berm on the side of the driveway so they could force the water to where they want it to go in that
area and less impact in that area.
Ms. Kathy Travers, 9 Webster St., stated that her property is on the right side of the driveway. She asked
if the plans would affect her driveway. Mr. Cygawnoski explained that it shouldn't as they were not
proposing to change the driveway in anyway. Ms. Gonyer said the question was valid, although it was
not in the Conservation Commissions jurisdiction. She bought this up as she does not want her house
and garage to get run off water. Ms. Gonyer stated that the berm should help with the run off to help
keep it off her site.
Mr. David Losiewicz, 31 Perkins Ave, said his property abuts to the left side of 0 Noonan St. He
mentioned this at the last hearing and reiterated that he's lived there for 32 years and never has had
any flooding which he contributes to a very delicate balance. He was happy the Snyder St utility proposal
was removed from the plan, which gives him more confidence that his land will not be affected by
flooding. If it happens to go back on the plan, he asked if he would be notified and Ms. Gonyer stated he
would have to be notified. He also wants to make sure to minimize any type of water that would go onto
that wetland. He asked about drywells and Ms. Gonyer stated they have the same goals.
Motion: To issue an Order of Conditions to Stanley Feck, 0 Noonan St, Mansfield MA, (Map 19 Parcels
126-138), for the construction of duplex residential building, grading and utilities within the 100-foot

5. Notice of Intent (NOI), Michael Harrington, 31 Plymouth St, Mansfield MA, (Map 44 Parcel 801) to
expand the existing parking area with associated Stormwater management upgrades within the buffer
zone of a Bordering Vegetated Wetland.
Mr. Riccio, from Field Engineering Co. Inc, stated that this was a parcel in the industrial park at 31 Plymouth St.
and the owner is looking to provide approximately 70 additional parking due to the existing parking lot contending
with the loading docks. They proposed two inlets to capture all of the run off from the new parking area into a
subsurface recharge system located under the parking lot that's been sized to infiltrate to the 25-year storm event
with minimal overflow. They also proposed plantings of 7 red maple trees and 20 white pine trees as well as a
lawn. They also proposed a retaining wall outside of the 25-foot buffer zone to limit encroachment. They also have
an erosion and sediment control plan including silt socks and catch basins. Part of the lot is vacant so it could be
used for any stock piling during construction which would be outside the buffer zones. Mr. Riccio reached out to
the Town Engineer and plans to meet with him to do the test pits. He understood that they would not close the
hearing tonight and that he just wanted to present the project to see if the Commission had any questions. He
hopes with successful work with the Town Engineer Mr. Alves that he would be successful at the next meeting to
get approval for an OOC (Order of Conditions) at the next meeting. Ms. Gonyer shared some pictures of this area
and confirmed that this was not far from the known Plymouth St. soccer fields. She recommended to not plant
pines and to plant hardwoods instead. She added that pines seem to keep falling down.
Motion: To make a motion continue the meeting to the next meeting on July 281n

• Land Donations:
o East Street, Map 042 Parcel 010: Ms. Gonyer stated that she got Select Board approval
on this land donation so the owner will be moving forward with that.
o Knights Way: Ms. Gonyer shared with the Commission that the owners of 19 Knight way
would like to donate their property that is located to the right of the current electric
easement to Conservation. This property currently abuts the red and blue Conservation
trails so this would be great. It's about 75,000 square feet and has a potential vernal pool.
It checks off all the conservation boxes and she highly recommended that we move
forward with this property. If approved to proceed she will
Motion: To proceed with the land donation procedure for Knights Way Lot 3.
