1. Call the Meeting to Order: Mr. Michael Healey opened the meeting at 6:03pm.
2. Notice of Intent (NOI), SE 211-1022 Benjamin Cavallo, 885 Maple St, Mansfield, MA (Map 40 Parcel
172), for the construction of a single-family dwelling with associated grading and utilities within the 100-
foot buffer zone of a Bordering Vegetated Wetland.
Ms. Gonyer stated that this hearing was continued from the last Conservation meeting held on April
2812025. She had worked with Mr. Gray from Bay Colony Group, Inc., to try and adjust the plans for
this small upland property surrounded by wetlands. At the last meeting the Commission requested that
the house be flipped and that the driveway footprint be reduce. These revised edits were included in the
newly revised plan. Mr. Gray explained that now the driveway is located on the western side creating
more space from the wetland. and the limit of work was reduced on the eastern side. Permeable pavers
would be used for the construction of the patios located on the rear of the house. A split rail fence is
proposed along the eastern limit of work which wraps around the rear property line to prevent
encroachment of the resource areas. They also put dimensions on the chicken coup out back. Ms.
Gonyer also suggested that they do additional plantings along the driveway especially on the isolated
wetlands side. She also wanted to include a Knotweed Management Plan as a condition so it does not
spread
Ms. Gonyer reiterated that this was a large house proposed on a small upland piece of property and
confirmed the 5-bedroom house size did not change. Mr. Gray confirmed that the house was not
reduced in size; however, it adheres to all the local zoning regulations and most work is more than 50-
feet from the wetlands. Mr. Gallagher inquired about the NHESP-Estimated habitat and Mr. Gray
mentioned that they are awaiting their comments from them. Ms. Gonyer stated that they could not
move forward until they hear back from NHESP. The Commission and Ms. Gonyer discussed how any
waste products from the chicken coup needed to stay out of the resource areas. Mr. Healey asked about
the proposed future well and its purpose. Mr. Gray explained that the owners would like to have the
home run entirely on well water. Ms. Gonyer then reiterated that this was a large house on a small lot
with a chicken coup, septic system, and wanted to make sure that none of this activity impacted the four
surrounding wetlands. Ms. Gonyer inquired about the size and location of the leaching fields and Mr.
Gray explained it was sized for 5 bedrooms and he placed it as far away from the wetlands as possible.
Mr. Roth asked the square footage of the house and Mr. Gray answered about 3,500 square feet. Ms.
Gonyer stated that it was such a large house with a large septic system on a small lot so we really need
to think about minimizing things like the impervious surface run off and reducing the size of the
enclosed patio. Mr. Gray stated the family is willing to work with the Commission on reducing the size
but they do need the 5 bedrooms. Mr. Gallagher stated that his house is 5 bedrooms and It's 2,700
square feet so a smaller house could work. Mr. Healey mentioned that on the Cape they have a limit of
allowable nitrates due to the size of the septic system/leaching fields, house and number of bedrooms.

area (originally proposed with the layout of Synder Street) in the back and bought together within the
layout of Noonan St per the request of the Commission. This would also avoid having to clear a
substantial amount of trees on the other side. A split rail fence with plantings around the property was
suggested as well. She stated that only 8-10 trees would need to be removed for this project and she
would like to see replacement saplings to be planted. Mr. Cygawnoski offered that the driveway was 16
feet. He Also said that Mr. Feck owned the abutting property and that during construction it could be
used to store material and soil outside of the 100-foot buffer zone. He offered that on either side of the
driveway that there would be 4-foot trenches for drainage and the driveway will be paved. The intention
is not to have any grading, filling or dredging but if the other Boards and the Town Engineer request it,
that could change. Mr. Cygawnoski then suggested that between the end of the driveway and the
Mason property roughly 40-50 feet that could be stone swale or rock to stop erosion. He then suggested
a berm on the side of the driveway so they could force the water to where they want it to go in that
area and less impact in that area.
Ms. Kathy Travers, 9 Webster St., stated that her property is on the right side of the driveway. She asked
if the plans would affect her driveway. Mr. Cygawnoski explained that it shouldn't as they were not
proposing to change the driveway in anyway. Ms. Gonyer said the question was valid, although it was
not in the Conservation Commissions jurisdiction. She bought this up as she does not want her house
and garage to get run off water. Ms. Gonyer stated that the berm should help with the run off to help
keep it off her site.
Mr. David Losiewicz, 31 Perkins Ave, said his property abuts to the left side of 0 Noonan St. He
mentioned this at the last hearing and reiterated that he's lived there for 32 years and never has had
any flooding which he contributes to a very delicate balance. He was happy the Snyder St utility proposal
was removed from the plan, which gives him more confidence that his land will not be affected by
flooding. If it happens to go back on the plan, he asked if he would be notified and Ms. Gonyer stated he
would have to be notified. He also wants to make sure to minimize any type of water that would go onto
that wetland. He asked about drywells and Ms. Gonyer stated they have the same goals.
