the Town Manager and he explained the powers and duties of each. He then went through the four major
responsibilities of the Select Board which were: town meeting and elections, licenses and permits, financial
management and policies and regulatory authority. Mr. Brown then explained difference between public
hearing and regular public meetings. The training continued on and Mr. Brown reviewed open meeting law,
public records law and conflict of interest law. Mr. Brown then reviewed the Barron verses Kolenda 2023
case and public participation and what are the best practices. The Board discussed correspondence and it
was decided to add the item for discussion at the July Select Board meeting. Mr. Brown also spoke about the
allowance of remote meetings through June 30, 2027 under COVID rules. He also went into some detail
about deliberation by a quorum of the public body. He also stressed the importance that this applies to all
