Executive Session Minutes of Light Commissioners Meeting

Motion: To enter into Executive Session at 6:12 for the following reasons and to not return to open session
a. Review and consideration to approve minutes of July 17, 2023 Executive Session where
Exemption 2 was declared
b. Pursuant to M.G.L. Ch.164, Section 47D and M.G.L. Ch, 30, Section 21, Exemption 10, to discuss
trade secrets or confidential, competitively -sensitive or other proprietary
information(Massachusetts Municipal Wholesale Electric Company-MMWEC Special Project
2015A) provided, in the course of activities conducted by a governmental body as an energy
supplier under a license granted by the department of public utilities pursuant to section IF of
chapter 164 and when such governmental body determines that such disclosure will adversely
affect its ability to conduct business in relation to other entities making, selling or distributing
electric power and energy and the chair so declares

Manager Sollecito gave a brief background on MMWEC Special Project 2015A. The original power plant in
Peabody was old and antiquated. MMWEC developed this project as a capacity hedge when there is not enough
power supply during peak conditions. This project is a benefit to Peabody as well as all of those who participate.
Manager Sollecito said it has been smooth sailing with the exception of two issues. The first set back was due to
those who had environmental concerns and then there were also construction delays. He thinks there should be
no more delays and all should be good by the end of October.
Peabody has suggested that the participants in the project should be paying more. Manager Sollecito just wanted
to make everyone aware in case something comes up down the line.
Motion: To approve but not release the minutes from the July 17, 2023 executive session
(Doherty/Roche) Passes 3/0 (Rhein abstained)

Motion: To adjourn at 6:40 PM
